Description

NorthPoint Health and Wellness Center is seeking a Contract Service Analyst to join their team. This individual willbe responsible for all phases of contract development, from development of service description through final approval. They will also negotiate and monitor contractor performance and assure that contracts adhere to county guidelines.

Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. For more information visit the employee referral program page.


Location and hours:
This position is hybrid and will be performed both on-site at the NorthPoint Health and Wellness Center, 1256 Penn Ave N, Suite 5100, Minneapolis, MN 55411, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
  • Coordinate with NorthPoint managers the development of service descriptions, outcome requirements, and technical requirements for departmental contracts.
  • Assist potential vendors and providers to resolve contract related problems and avoid future issues.
  • Negotiate contract terms with vendors including services, establishing rates, contract payments, and outcome expectations.
  • Draft clear, concise contract language reflecting terms and conditions that meet all legal requirements set by Hennepin County and any other relevant regulatory body.
  • Review and apply federal and state rules, regulations, and policies; assist in the maintenance of grant funding requirements related to contracted services.
  • Monitor and analyze vendor performance, contract compliance, contract expenditures, and outcomes.
  • Conduct financial/programmatic reviews and site visits; issue corrective action plans. Review authorization of payments to vendors as necessary.
  • Create quarterly Board Action Requests (BAR) to report on NorthPoint contracts signed by the NorthPoint Chief Executive Officer pursuant to Hennepin County Resolution 08-0215R1. Communicate the BAR to the NorthPoint Chief Executive Officer.
  • Identify contracts that require a BAR submission, create the BAR into the approved county system (currently Legistar program) and monitor the BAR progress through the board approval cycle.
  • Complete sample audit of existing contract to assess compliance and proper invoicing aligns with agreement.
  • Evaluate vendor bids and assess vendor performance and/or conduct financial/programmatic reviews and site visits; issue corrective action plans.
Need to have:
  • One of the following:
    • Master's degree in business administration, public administration, health care administration, public health, or a social services area and one or more years experience with contracting or purchasing experience.
    • Bachelor's degree in one of the above fields and two or more years of contracting or purchasing experience.
    • Bachelor's degree in any field with a minimum of two courses in business, public administration, healthcare administration, public health or social services and three or more years of relevant contracting or purchasing experience.
    • Seven or more years of relevant contracting or purchasing experience.
Nice to have:
  • Experience:
    • With negotiation techniques, federal, state and county laws, and rules and regulations.
    • Collecting, analyzing, and interpreting data and analyzing and evaluating processes and operational effectiveness.
    • With contracting and purchasing.
    • Using Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, and Teams and PeopleSoft.
  • Ability to:
    • Analyze vendor budget and develop action plans.
    • Establish and maintain effective working relationships with contracted agencies.
    • Facilitate group discussions, prepare project reports and complete presentations.
  • Knowledge of:
    • Healthcare provider and other service contracts.
    • Theories, processes, and procedures relating to contract law and management.
    • Service needs of the target population and how these services should be provided.
