JOB DESCRIPTION:

Hennepin County Housing and Economic Development is seeking a Senior Contract Analyst to join its Housing Development and Finance division. The Housing team at Hennepin County works to ensure a full continuum of housing options are available to County residents from SROs to affordable homeownership using a disparities reduction lens. This position will be involved in the creation of new multifamily affordable housing, and will undertake long-term oversight of affordable housing properties to ensure compliance and program performance with respect to Hennepin County strategic goals. Strong candidates will have experience with contracting and purchasing best practices, data management,loan compliance processes, the affordable housing development process, program evaluation, and familiarity with federal fair housing and civil rights laws and their applicability in the rental housing market.

Location and hours:
This position is hybrid and will be performed both on-site at 701 4th Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. Housing and EconomicDevelopment has a flexible work environment that allows the opportunity to adjust when, where, and how a person will work to better meet business, client, customer, and individual needs. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
  • Monitor and evaluate project and loan performance, multifamily affordable housing compliance, and outcomes through annual compliance monitoring.
  • Provide technical assistance, issue corrective action plans, respond to requests for action and resolve contract-related issues and complaints related to existing loans that are part of Hennepin Countys growing portfolio of multifamily affordable housing loans (currently over 200 deferred loans). Coordinate with developers and other funders to ensure efficient and coordinated actions.
  • Manage disbursement processes and requests (i.e. pay invoices), ensuring compliance with requirements for substantiation and expenditures.
  • Support vendor selection processes, including Requests for Proposals, providing quality assurance and guidance related to contracting requirements, ethics, data privacy, and the County approval process.
  • Analyze, interpret, and communicate federal regulations (including HOME and CDBG) and state regulations, requirements, policies and contract provisions to support planners in negotiation with vendors and contract development.
  • Manage projects or initiatives which include cost benefit analysis, development of recommendations to policy and procedure, coordination of project activities, and evaluation of current practices related to contract management and data systems.
  • Supervise contract analyst and other staff in their work supporting the above goals.

Need to have:

  • One of the following:
    • Eight or more years of relevant contracting or purchasing experience.
    • Bachelor's degree in one of the below fields andthree years or more of contracting or purchasing experience.
    • Bachelor's degree in any field with a minimum of two courses in business, public administration, healthcare administration, public health or social services andfour years or more of relevant contracting or purchasing experience.
    • Master's degree or higher in business administration, public administration, health care administration, public health, or a social services academic area andtwo years or more of contracting or purchasing experience.
Nice to have:
  • Certifications:
    • Certified Professional Contract Manager or other certification from the National Contract Management Association.
    • Housing Development Finance Professional Certification from Grow America (formerly the National Development Council) or similar, or the ability to obtain within the first year of employment.
  • Experience:
    • With the multifamily affordable housing development process.
    • With affordable housing compliance monitoring.
    • With program evaluation, including program data analysis, and data-driven program design.
    • Analyzing data (including financial data) and effectively using data systems.
    • Supervising and providing work direction to staff.
  • Knowledge of contract law and procedures, and federal, state and County regulations, to negotiate contracts, resolve contract issues, and distribute public funds.
  • Ability to:
    • Be organized with demonstrated ability to manage and prioritize multiple complex projects and successfully meet deadlines.
    • Use a variety of computer applications (e.g., statistical software, spreadsheets, databases), including high proficiency with Microsoft Office Suite.
    • Communicate tactfully and effectively with a wide range of individuals including elected officials, department directors, department staff, business owners and representatives, officials from other agencies, the media, and the general public.
    • Plan and implement projects involving many people and groups without direct authority for those people and groups.
