Job Title: Controller

Reports to: Chief Financial Officer (CFO)

Job Summary: The Controller is responsible for the execution of Alexander Valley Healthcare’s (AVH) financial management strategy and contributes to the execution of AVH’s strategic goals. The Controller partners with the Finance leadership team in development and implementation of accounting and financial policies, reports, and projects. The Controller supports AVH’s mission, vision, and values through excellence and competence, collaboration, innovation, respect, commitment to our community, and accountability and ownership.

The Controller assists in the development and implementation of policies, procedures, metrics, and goals; short-term and long-range financial planning and budgeting; analysis of prospective business opportunities; and cash management activities. Protects assets by establishing, monitoring, and enforcing internal controls. Monitor and confirm financial condition by conducting audits and providing information to external auditors. This position includes responsibilities for managing a breadth of staff functions and requires an individual who is both tactical and strategic.

Job Duties & Responsibilities

·        Prepares, develops, and maintains internal financial documents.

·        Prepare and present performance discussions/evaluations.

·        Supervises ongoing fiscal office operations which include payroll, accounts payable, accounts receivable, purchasing and general accounting functions.

·        Proactively improves administrative and operational accounting services including payroll, accounts payable, purchasing, treasury management, 401K funding management and grants payments as applicable.

·        Prepares monthly financial reports for the CFO, which indicates by cost center monthly expenses to date, year-to-date expenses, as well as current and forecasted budget status.

·        Assist the CFO in the preparation of reports and surveys for senior officials, board of directors, government units, and yearend audit work papers.

·        Protects assets by monitoring and enforcing internal controls.

·        Oversees financial tracking system, coordinated with the EHR and billing systems, to properly track revenue cycle management and patient revenue with the finance team.

·        Assist in controlling annual expenditures and streamline the month-end data processing support required.

·        Provides oversight and leadership for all accounting and finance compliance fillings, including 990s, Medicare Cost Reports, and Federal Grant Awards. Ensures that internally prepared reports are accurately and timely filed.

·        Maintains accurate records of grants received and prepares financial reports connected thereto.

·        Maintains the fixed asset system, coordinating a system of taking an annual fixed asset inventory.

·        From a finance perspective, and in conjunction with HR, support the identification of optimal staffing models, compensation and benefits and payroll, including providers.

·        Has primary responsibility for coordination of the organization’s annual financial audit and its timely completion.

·        Coordinates periodic audits required by funding agencies, providing requested information, reconciling differences and modifying procedure as required. Coordinates and implements recommendations from management findings incurred by audits.

·        Responsible for supervision, training, and evaluation of staff and ensures that their activities/functions contribute to the timely, effective and efficient utilization of organizational resources.

·        Complies with organizational policies and procedures.

·        Review and document present accounting practices and procedures.

·        Analyze and interpret government regulations specific to the healthcare industry and FQHC and look-alikes.

·        Assumes CFO responsibilities on an interim basis in the event of a long-term absence.

·        Preforms other duties, as assigned.

Requirements

Education/Licensing/Training

·        Bachelor’s degree in accounting, finance, or a related field preferred or at least five years of work experience with progressively increased responsibilities.

·        Preferred qualifications include MS or MBA degree; CPA certification; non-profit health care experience; FQHC experience.

·        Minimum of 5 years of related accounting/finance experience, preferably in the healthcare or non-profit industry.

Knowledge, Skills, and Experience:      

·        3+ years’ experience managing a team, with mentoring and coaching skills preferred.

·        2+ years’ experience with Fund accounting.

·        Ability to understand and implement appropriate business systems.

·        Preferred qualifications include experience working with government contracts, previous work with a non-profit environment, clinical experience: previous work in a medical facility, hospital or clinic setting.

·        Demonstrates proficiency in computer applications such as Power Point, Word, and Outlook.

·        Demonstrates mastery of Microsoft Excel, accounting software, QuickBooks, or similar software.

·        Experience with implementing and maintaining an ERP is preferred.

Personal/Relationships/Behavior

·        Demonstrated ability to work with staff of all levels of expertise and experience.

·        Willingness to train and cultivate staff skill sets.

·        Experience in developing strong remote team relationships based on trust, accountability, integrity, and sharing best practices.

·        Excellence in customer service with the ability to interact with leadership in the design and implementation of the strategic plan and capital budget.
