Assists the CFO in planning and directing the accounting activities within the finance department or divisions of the organization by performing the following duties, personally or through subordinate personnel.

Essential Duties and Responsibilities include the following. Duties may be added to, changed or deleted at the sole discretion of management:

· Assists in the development and implementation of goals, policies, priorities, and procedures relating to financial management, budget, accounting, and accounting issues of Tribal Government and Entities (Casino, Gas Station, Hotel, and other enterprises).

· Responsible for the payroll processing for the Rancheria and Entities

· Able to perform the entire task listed in the job description of Accounting Clerk.

· Participates in the preparation of various financial statements and reports in accordance with GAAP.

· Responsible for the maintenance of accounting records to show receipts and expenditures.

· Responsible for importing Casino Master Daily Gaming Activity to Sage from Revenue Audit monthly accounting, follow up to address issues with import process, and review Revenue Audit GL activity and communicate necessary improvements to problems encountered during GL reconciliations or importing.

· Monthly and weekly reconciliation of slot participation expense, schedule of liability per machine, reporting of participation liability to slot vendor, and payment to each slot vendor.

· Monthly reconciliation to general ledger of retired and ongoing slot progressive slot liabilities, in addition to Bingo, Cardroom, and any other progressive liability activity.

· Directs the maintenance and reconciliation of general and subsidiary ledgers, accounts receivable, revenue distribution, asset & depreciation expenses, costs, property, and operating expenses.

· Performs asset system maintenance, asset tracking, asset verification, asset disposal, and asset schedule reconciliation to general ledger of Assets for Tribal Government and Entities.

· Facilitate physical asset verification with management at least annually.

· Facilitate process to ensure monthly count, compilation, reconciliation, and adjustment of inventory balances to general ledger and corresponding cost of goods sold monthly.

· Facilitate customer Charge Account credit worthiness review, legal review, setup, tracking, reconciliation, monitoring, follow-up, and reporting.

· Facilitate vendor credit application completion, legal review, and submission process,

· Reconciles bank statements for Tribal Government and Entities monthly.

· Assists the CFO in preparation of monthly reports to Council.

· Assists the CFO in the preparation of the annual budgets.

· Prepares statements and reports of estimated future costs and revenues.

· Collaborates with the CFO to establish & review the system of internal controls for the department and assists in developing procedures to improve on the existing systems in place.

· Coordinates preparation of external audit materials and external financial reporting along with the Directors, Managers and CFO.

· Prepares IRS Forms 945, W-2G, 1099, 1042-S, 1098 and other Information Tax Returns, reconciles Return data to accounting records, files them timely with the IRS, and remits withholdings to IRS within the prescribed due dates, and/or otherwise ensures compliance with all applicable state, federal and tribal laws and preparation of various tax filings necessary.

· Provides timely payment to Taxing authorities for tax obligations, while reconciling tax obligations compared to payments to ensure taxes due are paid and accounted for.

· Reviews financial statements with management personnel.

· Provide source documentation, schedules, reconciliations, and any proposed adjustments to CFO for review prior to posting.

· Assists in the installation and maintenance of any new accounting systems, timekeeping systems, and payroll systems, inventory or property record keeping accounting systems such as FAS, Yellow Dog, InfoGenesis, Paychex, Yellow Dog, Columbus Data Services, and other enterprise and tribal government software.

· Reconciles Kiosk ATM inventory to general ledger to identify variance between month end balance of currency in the kiosk and general ledger,

· Assists CFO in preparing US Bank Loan Covenant Testing Certification reports,

· Coordinates Annual 401k Audit, which includes requesting RFP, coordinating fieldwork dates, providing requested documents to Auditor and/or Paychex personnel, responding to inquiries, reviewing status of Paychex fulfilling auditor requests, updating progress with CFO, and reviewing results of 401k Audit and Form 5500 and Form 8955-SSA and providing final 401K Audit Report, Form 5500, and Form 8955-SSA to Department of Labor and IRS via Paychex, respectively,

· Provides direct supervision to the Casino Finance Manager/Revenue Audit Manager.

  • Management of the Revenue Audit Department at Casino to make sure that results of daily, weekly, and monthly gaming activities are reconciled to source documents in accordance with applicable policies and procedures, and report any discrepancies to Casino GM and CFO.
  • Reviews Title 31 reports prepared by Casino Manager or designee to be sent to to Financial Crimes Enforcement Network “FinCEN,” insures that Cash Transaction Reports “CTR” reconcile to source documents, and confirm CTR’s are transmitted to FinCEN,
  • Provide supervision of Count Team activities to insure that counts are performed correctly and reconcile to Slot Machine and other gaming source documents in accordance with applicable policies and procedures, and report any discrepancies to Casino GM.
  • Assists in fiscal management of Entities as assigned.
  • Other job duties as requested by the CFO.
