Position Overview

Strategic Insight, Ltd. is seeking a Cost Analyst to provide routine and complex programmatic and financial management support to the Naval Surface Warfare Center Dahlgren Division (NSWCDD) in support of the Aegis Baseline 9 Program Manager (PM).

In this role, you will support program planning, cost estimation, financial analysis, and project execution to ensure alignment between program requirements and business initiatives.

Originally established in 1918, NSWC Dahlgren Division is a premier Department of the Navy research, development, testing, and engineering (RDT&E) organization focused on advancing warfare systems development and integration.

Security Requirement

Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility requirements for access to Secret-level classified information.

Key Responsibilities

Responsibilities include, but are not limited to:

  • Track projects and develop Integrated Master Schedules (IMS) using Microsoft Project,
  • Plan, conduct, and document meetings; prepare, review, and post meeting minutes,
  • ,Coordinate financial planning with requesting entities and internal branches
    • Develop cost estimates,
    • Work with Budget Financial Managers (BFMs) to structure financial plans,
  • Perform ongoing financial tracking in coordination with BFMs,
  • ,Support monthly project lists and Project & Technical Excellence Metrics (PTEM)
    • Create and brief Objective Quality Evidence (OQE),
  • Track Aegis in-service projects and ship installation status using Confluence,
  • Provide program and project management support to the Aegis Baseline 9 Program Director (PD),
  • Track team actions and tasks using Jira throughout the development lifecycle,
  • Prepare and present monthly and quarterly financial reviews with IWS 1,
  • Schedule and support Aegis Program Reviews as required,
  • Maintain and update the Aegis Confluence Database, including,
    • Risk summaries,
    • Organizational charts,
    • Collaboration meeting pages, schedules, and briefing materials, and
  • Perform additional duties as required in support of the Aegis Baseline 9 Program Manager

Required Knowledge, Skills, and Abilities

Successful candidates will demonstrate:

  • Familiarity with Navy Surface Combat and Weapon Systems,
  • Intermediate to advanced experience with IBPES and NEPS (active accounts preferred),
  • Strong proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint),
  • Ability to work effectively with NSWC Dahlgren Division personnel, DoD staff, consultants, and government stakeholders at all levels,
  • Strong interpersonal skills and sound judgment; ability to work independently or within a team,
  • Ability to handle sensitive and classified information,
  • Experience working with NMCI systems,
  • Strong organizational, multitasking, and prioritization skills in a fast-paced environment,
  • Excellent written, verbal, and telephone communication skills,
  • High attention to detail, accuracy, and analytical rigor,
  • Self-motivated, goal-oriented, and proactive with timely progress updates,

Physical Requirements

  • 100% on-site in King George, VA
  • Ability to lift up to 25 pounds
  • Ability to stand and walk for extended periods
  • Ability to bend, twist, and squat periodically

Education and Experience

Education:

  • Bachelor’s degree (B.A. or B.S.) from an accredited institution in mathematics, business, economics, science, engineering, or a related cost-estimating field

Experience:

  • Basic Experience:
    • Five (5) years of experience in cost estimation and analysis
      OR
    • Master’s degree (e.g., MBA, MEM, or related) plus three (3) years of relevant experience
  • Specialized Experience:
    • Working knowledge of cost estimating principles
    • Demonstrated ability to develop cost estimates independently and collaboratively
