Duties Summary

Performs work involving the processing of water service applications, delinquent accounts, complaints and records; and performs other related duties as required.

One (1) immediate permanent full-time vacancy with the Department of Water Supply - Finance Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Meets, interviews, and serves customers and the public to obtain or provide information regarding water charges and services.
  • Assists customers with and processes applications or requests for establishment, discontinuance, or transfer of service, changes of addresses and other changes.
  • Reviews mailed-in applications for completeness of information, and follows up if necessary.
  • Provides information to the public on policies and regulations concerning water services.
  • Computes and explains breakdown of water bills and charges to customers.
  • Investigates and resolves customer complaints.
  • Initiates field investigation requests.
  • Receives and processes requests for payment extension on various billings.
  • Maintains customer service, delinquent account, and related records.
  • May be assigned to read water meters and record readings manually in meter books, or use hand held or automatic meter reading devices to read meters.
  • Advises and informs consumers of policies and regulations applicable to obstructions on or around water meters; may be required to trim shrubs or grass to read water meter.
  • Detects and reports evidences of water leakage, damaged meters, and outlets.
  • Prepares and processes fieldwork orders for installation, removal, or change of service.
  • Prepares duplicate bills.
  • Operates vehicle to read meters on assigned routes.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • two (2) years of experience in customer service work, and
  • possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable motor vehicle operator's license at time of filing. (You will be required to submit your valid driver's license at time of hire).

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Please read the minimum qualification requirements carefully. Be certain to list all pertinent training and experience, as this may be important in determining your examination score. It is essential that the applicant describe fully the duties and responsibilities of each position held, specify the date of each position held (from and to, month and year), and indicate the number of hours worked per week.

Attach all required documentation (e.g. official transcript, professional license(s)/certification(s), DD-214, etc.) at the time of submitting your application.

Note: In-person interviews and/or further testing in Hawai'i County may be required at the discretion of the hiring department/agency. Knowledge of: office practices and procedures; filing systems and practices; grammar and word usage; departmental policies and regulations relative to water service; public relations.

Ability to: deal tactfully and effectively with the public; file materials accurately; compare names and numbers accurately; understand and explain pertinent policies and regulations; operate a vehicle to read meters on assigned routes; use standard office machines and equipment, including desktop computers and peripherals; work harmoniously with others.

Physical Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
