Job Description: The Defense Counterintelligence and Security Agency (DCSA) is seeking a highly qualified Content development and delivery SME/Instructor. This individual supports the curricula to meet the continuously changing security environment, which drives the need to develop and update training content. The SME/Instructors shall provide technical expertise in instruction, in formal classrooms or via distance learning courses, as well as subject matter expertise in the security discipline for which they provide support. This includes working with ST program leads, management, and technical staff in the design, conversion, development, and delivery of training and certification projects, curricula, and products. New development and maintenance may consist of eLearning asynchronous courses, Virtual Instructor-led courses, short format eLearning, Instructor-led training, and performance support tools.
Key Responsibilities:
- Curriculum Development and Instruction:
- Develop and deliver instructor-led, online, and distance learning courses for the DOD Security Training Division, Insider Threat Division, and the Education Division.
- Provide subject matter expertise, content reviews, and instruction in specific security disciplines.
- Assist in transitioning in-person content to virtual formats where required.
- Develop graduate-level lesson content and instruct in areas such as risk management, government leadership, national security, intelligence, criminal justice, and homeland security.
- Instructional Delivery:
- Design, facilitate, and instruct individual courses, each spanning up to 5 weeks, for a live in-person audience and virtual offerings as needed.
- Provide up to 20 weeks of instruction over a 52-week performance period.
- Lead courses on specialized topics such as Anatomy and Physiology, Psychology, and Psychophysiology for the NCCA, delivering up to 40 hours of student seat time per course.
- Collaboration and Content Review:
- Work closely with other government staff and subject matter experts to ensure that all course content aligns with DCSA's strategic training initiatives.
- Review and update course materials to ensure accuracy, relevance, and compliance with current DOD security policies and standards.

About You: The ideal candidate will have the following skills and experience:
Required Qualifications
- Bachelor's degree from an accredited university and at least two (2) years of experience associated with Security Program in security program implementation and operation in the security discipline(s) for which they shall be a SME/Instructor
OR
In lieu of a Bachelor's degree, five (5) years of experience in security program implementation and operation in cyber security. - Active SECRET Clearance
- Mastery of the knowledge, skills, and policy related to their area of subject matter expertise and relevant work experience in their area of subject matter expertise
- Must have DODM 8570.01 IAM Level III certification.
Preferred Qualifications
- 2 years Experience as an instructor to adult learners, in a formal classroom or via distance learning courses, related to DOD Security Policy
- 5 years of work experience associated with the security discipline for which they shall develop course content or instruct
- 5 years experience as SME in the security discipline for which they shall develop course content or instruct
