PURPOSE OF POSITION:
Under the direction of the Director for Decision Support & Institutional Research, the Data and Reporting Manager ensures the integrity, accuracy, and timely submission of regulatory data collections from USM institutions to various agencies. This role is pivotal in maintaining and optimizing the USM data infrastructure, enhancing data governance, and ensuring compliance with state and federal reporting requirements. The Data and Reporting Manager will serve as a key liaison between the USM Office (USMO), its institutions, and state agencies, facilitating effective communication and collaboration on data management initiatives.
RESPONSIBILITIES:
Data Collection & Submission:
- Coordinates regulatory data collections, validates data completeness from USM institutions, and ensures accurate submissions to agencies.
- Communicates changes in reporting requirements, complex data analysis, and data management initiatives.
- Serves as a liaison between the USMO, USM institutions, and state agencies.
Data Management & Infrastructure Optimization:
- Updates, maintains, and retrieves data from the USM warehouse and databases. Creates, verifies accuracy, and manages changes to dimensional tables for database usage and optimizes the data infrastructure.
- Coordinates with USMO IT staff on issues related to the USM warehouse and data/meta-data updates.
Data Governance and Quality Assurance:
- Enhances data governance by monitoring data quality, implementing accuracy measures, and conducting regular audits.
- Assists in establishing data usage and literacy procedures and formalizes processes for data extraction, ad hoc reporting, and internal reporting.
- Updates and maintains procedural documentation and monitors changes in state and federal reporting requirements and data use agreements.
- Collaborates with stakeholders to resolve data discrepancies and participates in data quality initiatives.
Stakeholder Support:
- Assists, reviews, and contributes to data reporting, predictive analytics, and data visualizations required for internal and external stakeholders, including the USM Board of Regents, state and federal agencies, news media, other USM offices, etc. as needed.
- Represents the USM on systemwide and statewide committees impacting institutional research.
- Responds to data ad hoc requests.
ANNUAL SALARY:
$75,000-$110,000
Requirements
MINIMUM QUALIFICATIONS:
Required Education Level/Certifications:
Bachelor's degree in Information Sciences, Computer Science, Data Management, Information Systems, Statistics, Social Science, or a related field.
Required Experience:
1 year of experience in data management, data analysis, statistics, business analytics, or a related field.
Required Knowledge/Skills/Abilities:
- Strong understanding of data governance principles, practices, and tools.
- Knowledge of database management systems.
- Strong analytical skills and experience with statistical software or programming languages (e.g., SPSS, SAS, R, Python, SQL).
- Knowledge of data governance and data privacy regulations (e.g., FERPA, GDPR).
- Attention to detail and a commitment to data accuracy and integrity.
- Excellent communication and interpersonal skills.
- Ability to self-initiate in a results-oriented workplace.
- Ability to work independently and as part of a team
- Strong organizational and project management skills.
- Curiosity and commitment to unlocking the full potential of data for the public good.

PREFERRED QUALIFICATIONS:
Preferred Education Level/Certifications:
- Advanced degree in Information Sciences, Computer Science, Data Management, Information Systems, Statistics, Social Science, or a related field.
- Professional certification as a Certified Analytics Professional or Certified Business Intelligence Professional.
Preferred Experience:
- 3 or more years of experience in data management, data analysis, statistics, business analytics, or a related field.
- Experience with data governance processes.
- Experience within a higher education environment.
Preferred Knowledge/Skills/Abilities:
Knowledge of Maryland reporting requirements.
