Construction Facilities & Management Office
Camp Murray, WA

Under the supervision of the Facility Operations Branch Chief within the Construction & Facilities Management Office (CFMO), this position provides journey-level consultant activities and is responsible for data collection, data management, and preparing and analyzing associated reports in relation to real property usage for the Washington State Army National Guard (WAARNG), Emergency Management Division (EMD), and the Washington Youth ChalleNGe Academy (WYCA).

This is a civilian position and does not require military service affiliation.

Duties



Some of what you'll do:

Responsible for State Real Property Database Management Tasks.

  • Produce and analyze various report formats from State Facilities Portfolio Management Tool (FPMT).
  • Ensure relevant Facility Information Files (FIF) are accurate, timely and audit ready.
Responsible for Federal Real Property Database Management Tasks.
  • Produce and analyze various report formats from the PRIDE database.
  • Update and/or collect information on other Federal real property databases.
  • Prepare, present and/or distribute technical reports and information materials.
Responsible to utilize data analytics to provide facility management decision support to senior staff.

Responsible to cross-train on Energy Analyst duties and responsibilities.
  • Provide specific energy and water data sets.
  • Manipulate raw energy and water data to formulate data into information as directed.
Responsible to conduct real property field surveys and/or generate associated reports.

Qualifications



REQUIRED

One year of experience as a Data Consultant 1;

OR

Four years of experience entering or compiling data, running, writing, and/or editing data reports, database management, and data analysis - or equivalent work experience.

College-level education in business administration or related field may substitute on a year-for-year basis for the experience requirement.

DESIRED

Knowledge of:

  • Building designs, schematics, or technical drawings.
  • Facility space utilization.
Experience:
  • Database development and management.
  • Utilizing a computer (Windows computer operating system & Basic or higher proficiency with Microsoft Office Suite (Word, Excel, Outlook, and SharePoint).
Skills and Abilities to:
  • Interpret detailed verbal and written instructions, and precisely apply them to accomplish work assignments and task in a timely and appropriate manner.
  • Navigate federal and state databases and programs as required.
  • Read plans and blueprints for buildings, infrastructure systems, equipment, etc.

Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation: Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Defense Biometric Identification System (DBIDS): Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

Union Shop Provision: This position is covered by a union shop provision - Washington Federation of State Employees.

Driver's License:

  • Valid to drive in the State of Washington.
  • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility: Willingness to work on a Military Controlled Access Installation.

Work Hours : A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.

Telework: This position may be eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed.

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Regular travel may be required up to 40%, to include overnight stays.
