This position is anticipated to last up to 2 years with a projected end date of March 2026.

As a State Program Administrator at the Minnesota Pollution Control Agency (MPCA), you will provide administrative and technical support for the point source water (Wastewater) program by ensuring data quality and data management of program databases including the Agency-wide enterprise database system and the U.S. Environmental Protection Agency (EPA) national databases for permitting, compliance and enforcement. This position will: coordinate quality assurance/quality control (QA/QC) activities during permit development to ensure that permit data structures are correct and sufficient to support automated compliance determination and electronic data interchange to the EPA; conduct quality assurance/quality control (QA/QC) activities on data that is submitted by permittees and on data that is entered by both technical and support staff; manage all aspects of the EPAs Integrated Compliance Information System National Pollutant Discharge Elimination System (ICIS-NPDES) data base to meet state obligations; perform permit modifications related to data requirements; perform compliance and enforcement activities related to permit-required reporting, including communicating with facilities and staff via phone and email; respond to data requests from both internal and external customers; participate in program and Agency activities where data policies and procedures are established; provide training, and technical assistance to both internal and external customers to assist with data reporting requirements. The incumbent will work as part of a team with other program and Agency data management staff and assist Agency managements ability to make and communicate informed, data-based decisions.

Minimum Qualifications

Bachelors degree in a field of study related to environmental protection, sustainability or pollution prevention OR

One year of professional experience leading and administering comprehensive environmental projects** OR

Two years technical experience responsible for providing programmatic (Environmental) support**

  • Experience must include demonstration of data analysis, data management and reporting skills, project management and organizational skills.

AND

Ability To

Prioritize and organize work to carry out daily tasks and stay on target with timelines.

Communicate effectively verbally and in writing in order to translate technical information, rules and regulations to language understandable by a non-technical audience.

Strong attention to detail sufficient to analyze data to effectively and efficiently identify and troubleshoot discrepancies.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Technical experience in an environmental program including data analysis and reporting.

Experience using TEMPO.

Experience working with Microsoft Word and Excel.

Working knowledge of the National Pollutant Discharge Elimination System (NPDES)/State Disposal Systems (SDS) programs.

Knowledge of agency data management policies and procedures, state and federal rules.

Ability to interpret and apply permitting program policy and procedures.

Knowledge of data practices requirements when working with data.
