This professional and supervisory position is responsible for assisting families and children, ages birth to five, in the application and implementation of Evidence Based Practices (EBPs) for the Frederick County Infants and Toddlers Program (FCITP) of the Frederick County Developmental Center (FCDC). This position will facilitate learning and implementing equitable and culturally responsive strategies to ensure the consistent, long-term application of practices and quality improvement. Additional responsibilities include analyzing, managing, and monitoring programmatic child data, and managing data information systems that collect, store, and report program information. Training and supervision, in collaboration with the leadership team, are given to the health and educational professionals, data support team, service coordinators, contractors, and para-professionals of FCITP. Supervision is received from the FCITP Program Manager.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Ensure consistent implementation of Evidence-Based Practices (EBP), and serve as local data expert for FCITP
  • Serve as primary contact for management of local data system for early intervention program and serve as data liaison with the Maryland State Department of Education (MSDE)
  • Monitor and utilize data to support compliance in meeting State Performance Plan Indicators and staffing needs
  • Carry a caseload of approximately 10-15 cases and provide evaluation, assessment, and services in own area of licensure and expertise
  • Use reflective coaching to support development, implementation, and analysis of Evidence-Based Practice home-visiting practices
  • Coordinate ongoing support and professional learning opportunities for staff, families, and/or community partners
  • Recommend and implement systems to improve staff effectiveness and efficiency
  • Serve on the FCDC leadership team and lead/facilitate FCITPs Local Implementation Team
  • Administer staff performance evaluations
  • Audit and verify accuracy and completeness of data in the Maryland Online IFSP (MOIFSP) system
  • Promote a collaborative and solution-focused approach with staff, specialists, families, state, and community partners
  • Develop and maintain structured on-boarding process and training on IFSP development, Maryland Personnel Standards, and EBPs for new Infants and Toddlers staff, as well as staff employed by partnering agencies who also serve FCITPs clientele, as needed
  • Responsible for local management of MSDEs required Preschool Special Education System and Personnel Standards Guide/data system
  • Stay current with research and EBPs and early childhood development and collaborate with current EBP teams to assist with implementation and fidelity of practices
  • Perform home visits periodically, and as needed, to support new or current staff in implementation of EBPs.
  • Responsible for coordinating annual fidelity checks of EBP practices for all I&T staff, as well as fidelity checks of other partnering agency staff
  • Attend interagency coordination meetings, staff meetings, team meetings, team supervisor meetings, and other county and state meetings (State Implementation Team), as required
  • Attend local, state, and national professional learning opportunities as needed
  • Ensure timely documentation of work, by multidisciplinary providers and other staff assigned
  • Generate, analyze, and report on MOIFSP data relating to federal and state results and compliance indicators; provide information and recommend action to leadership and staff
  • Develop and submit content for grants and presentations as required
  • Participate in and represent FCITP in workgroups/committees (i.e. FCHD Quality Improvement and FCITP QI Teams)
  • Serve as expert on the County Civic Plus program to support survey creation, data collection, and results analysis for program improvement purposes
  • Attend team meetings, Individualized Family Service Plan (IFSP) meetings, parent training activities, etc. as required
  • Provide service coordination for children, consistent with IFSP
  • Perform other duties as assigned

QUALIFICATIONS AND REQUIREMENTS

  • Masters degree in Occupational Therapy, Physical Therapy, Speech and Language Pathology, Social Work, Counseling, Psychology, or a related field
  • Minimum 5 years direct service work experience consistent with the degree field (may include student affiliations)
  • Minimum 2 years work experience supervising or directing the work of others
  • Possession of a Maryland State License in one of the previously mentioned professional fields, consistent with the direct service work experience, or the ability to obtain the required license before date of hire

KNOWLEDGE / SKILLS / ABILITIES:
  • Ability and willingness to complete mandatory trainings and obtain certifications as required
  • Knowledge of current Evidence Based Practices in early intervention (RBI, Reflective Coaching, COS, Pyramid, PSP Teaming Practices)
  • Knowledge of Federal, and State regulations related to disabilities and special education, including IDEA Part C
  • Thorough knowledge of current evidence-based practices in Early Childhood Special Education/Early Intervention
  • Strong management and leadership skills, including the ability to:
    • Effectively develop and motivate staff;
    • Effectively demonstrate independent judgment and creative problem-solving skills;
    • Ability to use technology for tracking of performance indicators
  • Ability to develop and maintain effective working relationships with co-workers, clients and their family members, government agencies, citizen groups and the general public
  • Strong and effective spoken and written (English) communication skills, including the ability to effectively plan, prepare and present comprehensive information to diverse audiences

PREFERENCE MAY BE GIVEN FOR:
  • Work experience designing and implementing staff training
  • Experience in Routines Based Interview (RBI) process, Reflective Coaching practices, and/or possession of Mentor Coach certification
  • Advance skills in Microsoft Excel and Power BI

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • The employee working in this position is required to constantly reach and perform repetitive motions; frequently sit and walk; and rarely drive
  • The employee working in this position is required to constantly work indoors
  • Physical requirements include the ability to kneel, stoop and sit on the floor, as well as lift toy bags (10-25 pounds) and children (up to 30 pounds)
