Deliverable to residents:
The Deputy Chief Administrative Officer (Deputy CAO) of City Services delivers reliable trash collection, efficient permitting, well-maintained public spaces, and effective code enforcement to improve quality of life for the people of New Orleans. Reporting to the Chief Administrative Officer (CAO), this role ensures that frontline operations—including sanitation, code enforcement, permitting, and parks management—are delivered efficiently, equitably, and to a high standard. The Deputy CAO of City Services works closely with department heads, the Chief Innovation and Information Officer (CIO), and the Chief Procurement Officer (CPO) to align operational performance with city priorities, implement service standards, and leverage technology and vendor partnerships for better outcomes.
Reporting Structure:
Reports directly to the Chief Administrative Officer; collaborates with the CIO, CPO, and oversees Safety and Permits, Sanitation, Code Enforcement, and Parks & Pathways Departments to ensure consistent service delivery, operational efficiency, and accountability.
Key Responsibilities:
- Oversee frontline municipal services, including sanitation, code enforcement, safety and permits, and parks and parkways management. Deliver on the Moreno administration’s commitment to create an efficient, customer-focused permitting process, stop illegal dumping, and improve quality of life for residents.
- Establish and monitor service standards, working with the CAO, CIO, and department heads to publish transparent performance dashboards.
- Coordinate operational planning across departments to ensure timely and equitable service delivery.
- Manage vendor contracts, ensuring compliance with service-level agreements and driving accountability for performance.
- Implement continuous improvement initiatives to enhance operational efficiency, resident satisfaction, and citywide service quality.
- Advise the CAO on resource allocation, staffing, and capital needs to support service delivery priorities.
- Foster a culture of responsiveness, transparency, and resident-centered service across all operational departments.
- Coordinate with land use permitting boards and commissions to ensure efficiency.
Requirements
- 10+ years of senior municipal operations leadership experience or equivalent.
- Proven expertise in vendor and contract management.
- Demonstrated success in improving service delivery and implementing performance standards.
- Strong leadership, communication, and collaboration skills; ability to work effectively with the CAO, department heads, and cross-departmental teams.
- Experience managing complex, multi-department service operations with measurable outcomes.
