SUMMARY

General Description: The Design Engineer Manager works closely with the Director of Project and Mission Management in directing, managing, supervising, and coordinating all design related activities for the Spaceport. This includes but is not limited to new project development, configuration changes on VSA sites, troubleshooting and root cause analysis for ongoing work and mission support as required. This position is a management position over all differing engineering fields including Civil, Structural, Mechanical, Electrical, Controls, Chemical and general engineering support.

Responsibilities and Duties:

  1. Management of team with diverse engineering fields.
  2. Provide value-added leadership and expertise in engineering subjects and projects.
  3. Lead the development of design packages and various reports; conduct studies and prepare reports for current and long-range engineering projects.
  4. Leads the development and ongoing growth of a result-oriented engineering team to service the organization’s business and customers.
  5. Identifies needs not being addressed by current projects and heavily contributes to developing new projects.
  6. Identifies and implements Key Performance Indicators (KPI’s) for the Design Engineering Team.
  7. Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  8. Ensures that the policies and procedures are consistent with evidence-based best practices.
  9. Participates in the development and administration of the annual budget; participates in the forecast of funds needed for staffing, materials, and supplies; monitors and approves expenditures.
  10. Gather performance feedback regularly from other subsidies consuming services.
  11. Provide direct oversight of Design staff including engineers, and drafters.
  12. Support Director of PMMO with process development improvements.
  13. Provide recommendations to ensure staffing plans and development are aligned with the organization’s commitments and strategic plan.
  14. Coach, support and motivate to maintain a high performing team.
  15. Collaborate with O&M engineers to resolve non-conformance technical issues related to MARS operations and maintenance.
  16. Support project and mission management functions including direct customer interface & represent VCSFA/MARS and present deliverables at program technical reviews, proposal reviews or other technical meetings.
  17. Other duties as assigned.

EMPLOYMENT STANDARDS

General Education: Bachelor's Degree Major: Engineering

Job-Related Experience: At least seven years of progressively responsible engineering experience, including a minimum of three years in a supervisory or administrative role. Five years of relevant leadership experience is preferred to fully meet role expectations. Experience in a wide breadth of engineering disciplines including but not limited to Mechanical, Electrical, Civil/ Structural, Industrial, Chemical, Operations. Must be flexible in working in a cross-disciplined environment with other engineers.

Certifications: N/A

Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on agency business.

CONDITIONS OF EMPLOYMENT

Knowledge: Comprehensive knowledge of engineering-related processes and regulations.

Skills:

  • Effective verbal and written communication skills
  • Organization and attention to detail
  • Proficient with Microsoft Office or related programs.
  • SharePoint experience preferred.
  • Experience in modeling software (Autocad, Solidworks, Revvit, etc.)

Abilities:

  • Time management with a proven ability to meet deadlines.
  • Demonstrates high professionalism in dealing with confidential and sensitive issues.

Physical Demands: Work is light requiring lifting of computer equipment and involves typical office behaviors. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl. Position may travel between sites.

The employee must regularly lift and /or move up to 10 pounds.

Specific vision abilities required by this job include close vision and ability to adjust focus.

Work Environment: Work is performed in a typical office setting.

Must be able to obtain and maintain eligibility for issuance of a NASA credential.


Must be able to pass a pre-employment background check and drug test.
