Job Title: Program Lead – Digital & Technology Transformation (DTT)Duration: ASAP – 30 April 2027Workload: Full-time hours (36–40 p/w)Setup: Freelance ZZPLocation: Arnhem (3 days onsite, 2 days remote)Overview:We are seeking a senior Program Lead to drive a large-scale digital and technology transformation programme focused on asset, data, and application landscapes supporting critical infrastructure delivery.Key Responsibilities:Lead a multi-year, cross-business digital transformation programme aligned to strategic objectives.Own the roadmap for modernising IT and data platforms supporting asset lifecycle management.Drive integration of cloud-based SaaS platforms, BIM ecosystems, and enterprise data environments.Establish strong governance, steering committees, and executive-level reporting.Manage complex stakeholder landscapes across business, IT, and external partners.Oversee programme financials, risks, dependencies, and benefits realisation.Champion change management and adoption of new digital processes and systems.Ensure secure, stable, and future-proof IT/OT-aligned application landscapes.Must-Have Skills:10+ years’ experience leading large, complex programmes across business and technology.Strong background in digital transformation, data platforms, and enterprise IT landscapes.Proven governance, financial management, and executive stakeholder engagement experience.Excellent change management and communication skills.Nice-to-Have:Experience with BIM, asset information management, or large infrastructure environments.Knowledge of cloud, SaaS ecosystems, and IT/OT integration.Dutch language skills and recognised programme management certifications (MSP, PgMP, PMP, SAFe).
