Job Description
The Director of Finance will administer the fiscal, human resources, and IT operations for the CumberlandHousing Group. This role includes overseeing complex accounting activities, financial reporting, budgeting, and asset tracking. Working under the CEO's general supervision, the Director of Finance will ensure compliance with Department of Housing and Urban Development (HUD) regulations and other local and federal agency guidelines. This position requires considerable independent judgment and leadership in managing the Accounting, Purchasing, and other administrative functions within the organization.
Key Responsibilities
- Oversee all financial operations for the Cumberland Housing Group, including budgeting, reporting, and compliance with HUD, Maryland Housing, and other funding agencies.
- Lead and supervise the Accounting, Purchasing, and other Administrative positions.
- Develop, implement, and improve policies and processes to support the organization's goals.
- Participate in senior management decision-making, providing recommendations to the CEO on financial and operational improvements.
- Conduct department staff meetings and manage departmental functions to meet performance standards.
- Coordinate and monitor the IT system, ensuring system functionality and resolving any operational issues.
- Administer employee benefits and ensure accurate processing of accounts payable, payroll, and financial records.
- Prepare and oversee the annual operating budget and lead financial reporting processes.
- Work with external auditors, ensuring audit compliance and maintaining appropriate records.
- Maintain strong relationships with key stakeholders, including public agency representatives, the Board of Commissioners/Directors, and other departments.
Required Qualifications
- Bachelor's Degree in Accounting, Business Administration, or a related field.
- Minimum of 4-6 years of experience in accounting or financial management, ideally within a public housing or similar regulatory environment.
- Knowledge of HUD requirements, accounting principles, budgetary controls, and federal and state laws.
- Excellent skills in financial reporting, budget preparation, and asset management.
- Strong supervisory skills and experience managing financial or administrative teams.
- Proficiency with Microsoft Office, including Excel, Word, and Outlook.
- Valid driver's license and ability to pass pre-employment screenings.
Preferred Qualifications
- CPA or Enrolled Agent designation or candidate status.
- Experience in public accounting.
Work Environment
- This role operates primarily in an office environment, with occasional travel to attend educational events,meetings, and conferences. Candidates should be comfortable working both independently and as part of ateam, with the ability to adapt to varied environmental conditions.
