JOB DESCRIPTION:

ICF's Disaster Management Division seeks a Disaster Recovery Duplication of Benefits (DOB) & Awards Lead who will play a key leadership role in supporting active work in its Disaster Recovery practice. This position is 100% Remote in the United States.

This Disaster Recovery DOB & Awards Lead will provide direct project support to large-scale Disaster Recovery programs in areas affected by Natural Disasters. This position will be charged with the flawless execution of program operations, anticipating and meeting clients needs, and strategically positioning the Companys resources and expertise to deliver on contracted work. The ideal candidate will have proven leadership success with a track record of superior execution and growth and will be responsible for ensuring that programs are operating efficiently and compliantly, according to local, state, and federal regulations.
This Disaster Recovery DOB & Awards Lead will work with other members of the Disaster Recovery leadership team and partner closely with company experts in its Community Development and Resiliency lines of business. ICF's agile Disaster Recovery engine is powered by an outstanding team equipped to offer expert advisory services and brings the strength of past performance and a hands-on integrated multidisciplinary approach. Key Responsibilities:
  • Supervise and manage CDBG-DR DOB & Awards Specialists and admin staff, including but not limited to:
  • Assigning cases to the DOB & Awards teams.
  • Maintaining staff schedules and timesheets.
  • Assisting Specialists in achieving monthly goals and with unique/difficult cases as an escalation point of contact.
  • Maintain a complete understanding of all applicable Program policies, requirements, and procedures and review all cases within established program guidelines.
  • Assist with drafting and issuing updated policies and procedures, job aides, and/or operations management manuals to aid in implementing the program(s).
  • Train, supervise, and evaluate the operations of Specialists in the Project Management Office.
  • Help refine program procedures and processes for implementation.
  • Provide guidance and assessment of specialist staff, as needed.
  • Present technical information in key meetings.
  • Interact with senior staff from local, state and federal government agencies, and other professional organizations, as needed.
  • Advise senior leadership and management, as needed.
  • Approve and confirm duplicative benefits (e.g., insurance, SBA Loans), award calculations, and program determination letters and notifications to applicants, as needed.
  • Performs other duties as required.

Must Have Qualifications:
  • 3+ years of experience in mortgage and/or home financing, case management, program management, disaster recovery/emergency management, and/or implementing housing programs .
  • 2+ years in a supervisory or management role.

Preferred Skills/Experience:
  • College degree in Business, Finance, Economics, or a related discipline
  • Knowledge of HUD funding, CDBG-DR, CDBG-MIT, or CDBG-CV.
  • Knowledge of housing, intake and case management services.
  • Strong proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).
  • Familiar with could-based collaboration tolls (e.g., Smartsheet, google docs, SharePoint, etc.)
Professional Skills:
  • Excellent and professional verbal and written communication skills.
  • Team player with the ability to work in a fast-paced environment and be flexible to handle multiple, changing priorities.
