DISSEMINATION SPECIALIST Team Lead to support our proposal effort for DCD IAO INSCOM contract in Ft. Belvoir, VA.

Position Overview

The Dissemination Specialist Team Lead performs and oversees intelligence dissemination operations and leads personnel conducting intelligence planning, collection, processing, analysis, or dissemination activities. The role includes execution of dissemination functions, application of classification and metadata standards, and support to intelligence operations in accordance with DoD and Intelligence Community requirements.

Key Responsibilities

Leadership and Management

  • Lead a team and manage work tasks of subordinates conducting intelligence planning, collection, processing, analysis, or dissemination
  • Lead teams in researching multifaceted or critical problems
  • Instruct and interact with small groups on data and information requirements and coordination tasks

Dissemination and Cross Domain Operations

  • Prepare and process the movement of appropriately marked intelligence products between security domains
  • Manage the sending and posting of products to approved individuals, organizations, and sites
  • Verify appropriate clearances and accesses prior to dissemination
  • Perform cross domain dissemination on approved networks and register products into approved intelligence repositories

Classification and Security Compliance

  • Perform duties involving complex security classification decisions including coalition and foreign partner support, foreign disclosure, intelligence dissemination, and cross domain operations
  • Log potential inadvertent security incidents
  • Utilize and maintain site Standard Operating Procedures in accordance with appropriate policy and guidance

Metadata Management

  • Ensure timely, accurate, and complete generation and modification of intelligence product metadata consistent with Government approved standards
  • Demonstrate understanding of metadata

Tools and Systems

  • Use Government specified tools including
  • Document Dissemination Tool DDT
  • Create Organize Retrieve and Evaluate CORE
  • DIA Product Control Numbering Database PCN DB
  • Microsoft Office Suite
  • Demonstrate advanced and intermediate experience using Microsoft SharePoint 2013 or higher

Briefings Documentation and Reporting

  • Deliver professional briefings and presentations to diverse audiences
  • Draft and maintain documentation such as Standard Operating Procedures
  • Produce reports incorporating text and graphics to convey complex concepts
  • Develop concise insightful and comprehensive products for defense intelligence

Analytic Tradecraft and Collaboration

  • Demonstrate mastery of qualitative and quantitative analytic methodologies
  • Define comprehensive new or unique research approaches
  • Conduct in depth analysis of analytic operations and knowledge management issues across organizational and intra IC boundaries
  • Review analytic products for cogent arguments tradecraft standards and adequate support for conclusions
  • Communicate understanding from complex incomplete or indirect information
  • Structure analysis based on trends in reporting and multiple analytic perspectives
  • Provide guidance in selecting designing and applying analytic methodologies
  • Collaborate with Intelligence Community members on information sharing collection and analytic issues

Mission Knowledge

  • Demonstrate knowledge of intelligence operations at battalion brigade and division levels
  • Demonstrate knowledge of intelligence production cycles

Required Qualifications

Experience

  • Minimum 12 years of experience related to the labor category
  • Minimum 10 years of experience in an intelligence discipline in DoD or the Intelligence Community within the last 2 years
  • At least 4 years of experience leading a team and managing work tasks of subordinates
  • Demonstrated ability to work independently with minimal oversight

Education

Candidates must meet one of the following

  • Bachelor's degree in a related field from an accredited institution desired
  • Associate's degree with 7 years of intelligence discipline experience
  • High School Diploma with 9 years of intelligence discipline experience

Clearance and Security Requirements

  • Active DoD TS SCI Security Clearance
  • Special Background Investigation
  • Ability to attain SI G TK KLM R HCS and NATO SECRET access
  • Ability to obtain CI Polygraph
  • Signed Non Disclosure Statement

Training Requirements

  • Data Transfer Agent training and certification within 30 calendar days
  • Completion of mandatory online training within 5 business days of indoctrination
  • Attendance at required classroom training including Classification Marking and TARP
  • Completion of AT Level I awareness training within 30 days
  • Completion of iWATCH training within 30 days
