Management Services Division is seeking a confident individual who has the ability to manage the operational functions across multiple rate-setting administrations, while also providing direct oversight and management to multiple rate-setting units. You'll report directly to the Office Chief for Rates Management and will play a key role in developing and maintaining key relationships both internally and externally. Management Services Division is hoping to find a candidate with strong leadership skills to manage three distinct units, but also someone with strong communication skills to ensure that the Office is continually striving for improvement. The Rates Operations manager will work closely with the Rates Office Chief to align business practices with the overall goal of providing support to the Aging and Long-Terms Support Administrations and, the Developmental Disabilities Administration.

Some of what you'll do.

  • Responsible for the management, oversight, and development of policies for establishing contracted state-wide payment rates for DDA residential programs.
  • Responsible for the management and oversight of the program that determines the Medicaid rates for nursing facilities, including the establishment of rate-setting systems and processes.
  • Responsible for the coordination and oversight of several projects within the Office of Rates Management
  • You'll play a key role in communicating complex technical issues to internal and external stakeholders to assist with budgetary or policy decisions.
  • Provide leadership in risk assessment, and contingency planning and identifies business needs with regard to information technology.

What we're looking for

  • Minimum a bachelors degree in public health, health care administration, public or business administration, or allied field
  • Seven years experience of program management experience in health services, social services, or Medicaid programs (only 5 years required if you have a Master's) and
  • Two years of experience with quality assurance or process improvement methodologies such as Lean
  • Solid independent judgment and self-motivation
  • Organized and resourceful with the ability to complete tasks and projects efficiently.
  • Ability to identify problems and develop solutions, prioritize workload, manage deadlines, organize workflow, and multi-task in a smart and timely fashion.
  • Proven leadership skills and personal management to build and motivate a team to achieve targeted results.
  • Ability to develop and maintain collaborative partnerships with stakeholders, key leaders from other agencies, other jurisdictions, ALSTA and DDA programs, and other work teams.
  • Experience with Windows, Word, Excel, Outlook, web-based applications, and other technologies that can be used to further carry the program's mission. A highdegree of computer literacy.
  • Understanding of state budgeting, legislative process and procedures, and payment and reimbursement principles
  • Experience supervising technical and managerial staff members.
  • Ability to present complex ideas, analyses, and information to a variety of audiences.
  • Ability to work with and facilitate diverse groups of staff and stakeholders.
