DSHS ESA Strategic Advisor, Proactive Equity

We are seeking a leader who is passionate about people with a talent for fostering an inclusive environment to partner with us in continuing the transformation of our agency culture as Strategic Advisor at Economic Services Administrations (ESA), Division of Child Support (DCS). This role requires a transformational change agent who can lead the implementation of equity, diversity, access, and inclusion and develop transformational practices for proactive equity and antiracism for staff working within the division.

In this role you will advise leaders and work with all staff to connect proactive equity and antiracism to everyday actions performed in the course of work. You will provide leadership, consultation, strategic direction, and implementation for EDAI actions and be the PEAR Plan (Download PDF reader) subject matter expert and consultant for DCS. The results of your work will influence the centers ability to effectively execute equity, diversity, access, and inclusion efforts impacting all center employees, contractors, and visitors and be reflected in the overall DSHS strategy for implementing the statewide PEAR Plan and Executive Order 22-04 (Download PDF reader).


Note: This is a hybrid position with occasional travel to Olympia, WA for meetings. Also, some travel will be necessary to local DCS offices as necessary.

Some of what youll do

  • Develop, lead and plan on all major equity, diversity, access and inclusion strategies and initiatives that support DCS's strategic plan and the DSHS strategic plan.
  • Develop, design, and deliver structures, processes, programs, and supports to address issues related to PEAR, disability justice, and belonging in operations, programs, policies, practices, and workplace culture.
  • Using human centered and EDAI informed approaches engage with community partners, staff, and stakeholders to conduct analysis, share EDAI actions, and create shared ownership.
  • Understand the fundamental principles of proactive equity, anti-racism, social justice, and leadership and apply this understanding to your role as a senior leadership consultant. Provide leadership, coordination, consultation, assistance, strategic oversight, and direction in EDAI efforts across organizational lines and multidisciplinary workgroups.
  • Guide DCS in expanding and extending the values of EDAI through education, training, coaching, and broad engagement of leadership, appointing authorities, and other employees on diversity equity and inclusion matters.
  • Ensure equity, diversity, access and inclusion goals, accountabilities, metrics, and activities are reflected in DCS's policies, practices, programs, and commitments.
  • In coordination with the overall organizational plan, develop and operationalize an EDAI implementation plan for DCS that includes goals, expected outcomes, and performance metrics.
  • Organize, conduct, coordinate and facilitate relationships between Tribes, and tribal representatives seeking feedback regarding, change to policies and protocols affecting American Indians/ Alaska Natives.
  • Lead and promote cross-functional EDAI initiatives with broad impact across the division and provide analysis of legislation related to equity diversity, and inclusion.
  • Enhance, develop, and implement employee professional development and education to support EDAI and cultural competencies.
  • Actively engage in PEAR Consultant matrix collaborative team structure including the PEAR Consultant coaching model.
Who should apply?
  • People with a bachelors degree in business administration, human resources, management, public administration, law, or a related field AND five years of relevant professional work experience in Equity, Diversity, Access & Inclusion.

  • Expert knowledge/acumen and principles of equity, access, diversity, and inclusion and advancing EDAI.
  • Ability to effectively work in a multicultural workplace with a diverse customer/patient base.
  • Experience providing leadership, focus, and direction to multidisciplinary workgroups across organizational lines.
  • Demonstrated outstanding written and oral communication skills.
  • Excellent interpersonal and collaboration skills to work with multidisciplinary teams.
  • Education Substitution: Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two years). One year is equivalent to 30 semester units/45 quarter units.
