DSHS Payroll Manager
Facilities, Finance and Analytics Administration (FFA) is seeking their next Payroll Manager to join a motivated, professional and fun team to handle payroll and benefits processing for the largest state agency in Washington!

As the Payroll Manager, you will represent the agency at partner and stakeholder meetings and administer the payroll program for the agency by providing a highly trained, skilled, and motivated staff to conduct the technical and service delivery requirements of the organization.

To be successful in this role, you will need experience in providing guidance and motivation to a staff of professionals, skills in human resource management, and strong strategic, evaluative, and diagnostic skills regarding varying complex problems, systems, policies, law, etc.

Some of what youll do:

  • Establish policy for the implementation of various Revised Codes of Washington (RCWs), Washington Administrative Codes (WACs) and rules established by the Agency Director, Human Resources Director, Department of Enterprise Services, Office of Financial Management (OFM) or other state and federal organizations
  • Review, coordinate, and process DSHS personnel/payroll actions with the statewide payroll system
  • Review of all new legislation that may affect the current and future payroll policy of the agency and identifying and determining the probable fiscal impact
  • Respond to inquiries from employees and labor unions regarding payroll policy and employee deductions and accounting records
  • In accordance with agency administrative policy, review and make decisions regarding exception to agency policy for such things as overpayment recovery and payment replacement
  • Perform employee requested employer reviews of eligibility determinations regarding employee health insurance benefits in coordination and cooperation with the Health Care Authority and applicable WACs
  • Plan, lead, organize, and control the work performed by 24 professional payroll staff
  • Communicate clearly through email, phone, one on one, and group meetings
  • Coordinate and provide training or facilitating sessions to a wide range of individuals on payroll and timekeeping issues throughout the state
  • Perform human resource management of section staff
  • Participate as a member of the Office of Accounting Services management team in the development and formulation of office wide policies, goals, and objectives
  • Actively participates on statewide payroll committees and teams to ensure DSHS interests are considered in development of statewide systems, processes, and policies
What were looking for:
Professionals with a bachelors degree with a major emphasis in accounting and at least five years of accounting experience. CPA is preferred.
  • Knowledge, Skills, and Abilities:
    • Knowledge of: Working management principles and sound business practices; state payroll systems, rules, and regulations; accounting principles, methods, practices, and their application to State accounting and budgeting procedures
  • Ability to understand/apply:
    • Skills in human resource management, including motivating and mentoring skills, staff supervision skills, and performing training needs assessments
    • Expert status in the theoretical and practical application of a broad range of complex fiscal and legal criteria governing department payroll activities
    • Excellent communication (oral, presentation, and written) skills in order to translate and explain complex technical issues to a general level of understanding within a diverse group
    • Ability to work independently, taking initiative to identify, investigate and take corrective action on issues pertaining to agency payroll
