Duties Summary

Independently performs technical and clerical work in coordinating, testing, setting up, training, maintaining, and operating Hawaii Countys Elections Divisions elections equipment and elections software programs pertaining to the Vote by Mail process, Candidate Filing, and Voter Service Centers; and performs other related duties as required.

There is one (1) immediate, permanent full-time vacancy with the Office of the County Clerk - Elections Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Oversees and maintains elections equipment and elections software programs used in the Vote by Mail process, Candidate Filing, and Voter Service Centers.
  • Sets up, tests, operates, and maintains ballot sorting machine for all elections, as well as other elections equipment and elections software programs.
  • Trains Elections Division staff in the use of elections equipment and various elections software programs.
  • Monitors elections equipment and elections software programs to ensure proper operations and works directly with vendors if equipment repairs and software updates are needed.
  • Maintains the countys mail ballot sorting system, signature reference image files, online ballot status application, and online signature cure application.
  • Works closely with United States Postal Service and local mailing vendors by coordinating and testing system to ensure election mail meets postal regulations.
  • Coordinates the transfer of files from the countys ballot sorting system to the Statewide Voter Registration System.
  • Gathers statistical data and prepares spreadsheets to keep records on Vote by Mail, Places of Deposit, Voter Service Centers, and Voter Registration.
  • Maintains records of the Elections Divisions technical equipment and assets being considered for implementation.
  • Keeps abreast of newly passed election laws.
  • Assist the Elections Program Administrator by responding to and tracking requests for information from the public.
  • Updates the Elections Divisions website and social media platforms.
  • Ensures the divisions GIS technology is maintained by coordinating support with vendors for GIS services.
  • Utilizes email to respond to general public inquiries concerning election matters.
  • Answers office phones and provides customer service to Elections Division visitors at the counter.
  • Assists potential candidates with the Candidate Filing process and the issuance and filing of nomination papers.
  • Verifies referendum, charter amendment, initiative, and recall for placement on ballots.
  • Provides assistance with voter registration process.
  • Provides support with Election Day activities at Voter Service Centers and Counting Center as needed.
  • May represent the County of Hawaii at Statewide Election meetings.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:


  • graduation from high school, and
  • four (4) years of clerical experience, of which
  • one (1) year shall have included overseeing and maintaining elections equipment and elections software programs, and
  • ability to travel independently to various geographic locations. This requirement may be fulfilled by the possession of a valid State of Hawaii Driver License (Class 3), a valid comparable driver license, or use of other means of transportation that meets position needs.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Ability to: test, set up, maintain, and operate elections equipment and elections software programs; train others in the use of elections equipment and elections software programs; maintain and preserve records and documents; gather statistical data and prepare spreadsheets; understand computer software database concepts; understand, interpret, and explain procedures, laws, rules and regulations pertinent to the Elections process; follow oral and written instructions; communicate tactfully and effectively with various vendors, government officials relative to elections, and the general public.

Physical Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
