Electrical Project Manager

Position Details Program/WBS: Eli Lilly Project Title: Electrical Project Manager Desired Start Date: October 16, 2025 Contract Length: 1-3 years Work Location: Carolina PR01 Expected Work Hours: Core work hours 8 am - 5 pm with a 40 hour work week. Travel: Minimum Primary Roles and Responsibilities Owner’s Representative Duties: Act as the owner's representative, ensuring that the project aligns with the owner's vision and requirements. Lead and manage manufacturing capital project consisting of both Lilly and Non-Lilly professionals to safely achieve project objectives from conceptual design through operational verification (cradle to grave cycle). Electrical Infrastructure and Distribution Management: Supervise the construction of the building's electrical systems, ensuring compliance with all relevant codes and regulations. Construction Oversight: Manage and oversee the construction of the pharmaceutical manufacturing facility, ensuring that all aspects of the project are completed on time, within budget, and to the highest quality standards. On-Site Presence: Be on-site 4 days a week to monitor progress, address issues, and ensure that all work is being performed according to the project plan. Change Order Management: Provide feedback and comments on change orders, ensuring that any modifications are necessary, cost-effective, and do not compromise the project's integrity. Scope, Schedule, and Budget Management: Deliver projects by managing project scope, schedule and budget while identifying and mitigating risks, all while prioritizing Safety First and Quality Always. Disciplined Project Management: Lead with a disciplined, structured approach to project management based on compliance with Company Policies and Procedures. Safety/Environment: Develop and maintain safety and environmental execution plans for projects. Ensure compliance to safety and environmental policies, procedures, and work rules for project personnel, contractors, and subcontractors from conceptual design through operational verification. Be an active member of the site safety team. Interface / Communication: Develop and maintain effective communication with the project team, governance teams, business partners and other stakeholders. Facilitate issue resolution, anticipate scope changes, and implement safely with quality, speed, and value. Project Plan Review: Reviewing project plans and specifications. Contractor Performance Monitoring: Monitoring contractor performance and ensuring adherence to contractual obligations. Site Walkdowns: Conducting regular site walkdowns to review quality and progress. Safety and Quality Compliance: Ensuring compliance with safety regulations and quality standards. Project Planning: Develop detailed project plans, including scope, goals, deliverables, resource allocation, timelines, and budgets. Stakeholder Collaboration: Work closely with project managers, engineers, and stakeholders to ensure all aspects of the project are aligned and progressing smoothly. Engineering Expertise: Provide engineering expertise and technical guidance throughout the project lifecycle. Documentation: Maintain documentation of project activities, plans, designs, reports, and updates. Cost Monitoring: Monitor project costs, manage budgets, and report on financial status. Risk Management: Identify potential risks and develop mitigation strategies to ensure project success. Compliance to Standards: Ensure all project activities meet or exceed industry standards, regulations, and company quality guidelines. Stakeholder Updates: Regularly update stakeholders on project progress, challenges, and changes in scope. Technical Issue Resolution: Address technical issues and project challenges, providing solutions to keep the project on track. Basic Requirements Capital Project Management Experience: Approximately 5 years in capital project delivery in Pharma or Industrial manufacturing facilities, such as Bulk API, OSD, sterile products, secondary packaging, devices, and to a lesser extent lab projects. Bachelor of Science: In Engineering or a technical related field (e.g. project management, construction management). Construction Knowledge: Strong knowledge of construction processes, building codes, and regulations. Organizational Skills: Excellent organizational and communication skills. Fast-Paced Environment: Ability to work effectively in a fast-paced, dynamic environment. Problem-Solving: Strong problem‑solving skills and attention to detail. Project Size: Previous experience on projects or multiple projects > $5MM. Technical Experience: Experience in GMP manufacturing, LEAN, automation, construction, construction quality, project controls, the engineering disciplines, safety, scheduling. Leadership Capacity: The capacity to achieve results and influence through people. Language Proficiency: Proficiency in English and Spanish. OSHA 30: OSHA 30 certification. Additional Preferences PMP Certification: Project Management Professional (PMP) certification. Puerto Rico Experience: Experience working and living in Puerto Rico. Interpersonal Skills: Strong interpersonal skills and ability to work well as part of a multi-discipline team.
