The Department of Children, Youth, and Families (DCYF) is looking for an Early Learning Management System (ELMS) and Early Childhood Education and Assistance Program (ECEAP)Data Specialist to support and enhance B-5 ECEAPto provide comprehensive support services to early learning programs on behalf of DCYF programs.

The Opportunity:
You willsupport contractors by providing ELMS technical assistance, design and testing. You will also monitor contractual B-5 ECEAP requirements, conduct data quality assurance and analysis, and provide ELMS training. As a key player in the division, you must have specialized knowledge of Early Learning and data systems and perform with a high level of responsibility and accountability. Some of what you will do:

  • Resolve complex requests from and provide technical assistance to ELMS users.
  • Anticipate potential conflict and programmatic/implementation barriers, management or technology needs within ELMS.
  • Document and recommend technical requirements and future system enhancements.
  • Provide user acceptability testing for new technical application releases and functionality.
  • Monitor and document contractual requirements compliance.
  • Analyze monitoring data and report to managers or team with the goal of eliminating barriers to delivering services to those furthest from power.
  • Draft and advise on program policy.
  • Prepare data and reports for researchers, legislators, and others requesting information.
  • Present data through presentations with internal and external stakeholders.
  • Lead or independently manage a share of ECEAP projects.
  • Serve, organize and/or lead internal project workgroups.

Required qualifications:

A Bachelors degree, and two years of professional experience in the comprehensive Pre-K community or state programming, or other related professional experience.
OR
An Associates Degree, and four years of professional experience in comprehensive Pre-K community or state programming, or other related professional experience.
OR
Equivalent combination of education or six years of professional experience in comprehensive Pre-K community or state programming, or other related professional experience.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Ability to use an equity lens and approach to the essential duties of this job.
  • Experience and skills interpreting, analyzing, and synthesizing data into documents and presentations.
  • Demonstrated computer proficiency, including Outlook, Word, PowerPoint, Excel and online meeting platforms.
  • Demonstrated knowledge and skill in supporting data system planning and technical assistance at a statewide level.
  • Availability for infrequent, statewide overnight travel.
