What You Will be Doing:
As an Economist 4, you will conduct calculations, within state statute parameters, that determine the UI taxes paid by Oregon employers. This position determines the overall tax schedule for Oregon employers and the specific tax rates for employers. It also projects the future income and liability of the UI Benefit Trust Fund and the Supplemental Employment Department Administrative Fund.
In this role, you will also:
  • Function as the Employment Departments UI Benefit Trust Fund Actuary, and provide the agency actuarial analysis of the past, present and future benefit levels, tax collections, and benefit trust fund reserves.
  • Perform independent economic analysis to determine employer tax assessments and rates, UI benefit levels, the impact of legislative proposals, and the consequences of federal and state employment and Unemployment Insurance rules, policies, and operations.
  • Make determinations and recommendations regarding benefit formulas, Trust Fund reserve adequacy requirements, and the design and maintenance of an experience rated tax structure.
  • Analyze and provide expert evaluations of special projects and ideas, particularly as it relates to the fiscal impact on the Trust Fund and Department of all federal and state proposals and legislation.
  • Recommend legislative changes that impact all aspects of the UI program, especially related to taxes and benefits related to the UI Trust Funds.
  • Determine methodology and conduct complex forecast related to all aspects of the UI Trust Fund and associated funds and programs.

  • Experience and demonstrated proficiency with mathematics, statistics, econometrics, forecasting, data modeling, research, and economic theories.
  • Demonstrated work experience using software and data management tools (including software/languages such as Stata, R, Matlab, Python, SQL, SAS, SPSS, and Tableau) to collect, track, analyze, and visualize budget and economic data for a variety of internal and external audiences.
  • Experience in developing and applying modeling and forecasting techniques such as: ARIMA, ordinary least squares, logistic regression forecasting, and/or related modeling.
  • Excellent communication skills - ability to present information verbally, in writing, and in presentations to various audiences.
  • Self-motivation demonstrated initiative and ability to work independently in research, forecasting, and statistical analysis.

Required Minimum Qualifications:
  • A Master's degree in economics or a related field and four years experience doing economic research or econometric forecasting; OR
  • A Ph.D. in economics or a related field and one-year experience doing economic research.
