The Engineering Manager oversees daily engineering department operations, including development review, system design evaluation, and staff supervision. This role coordinates engineering activities, resolves complex technical challenges, and ensures compliance with regulatory standards and organizational requirements. The position requires strong leadership, technical expertise, and the ability to manage multiple infrastructure projects simultaneously.
Leadership & Department Oversight
Plan, organize, and direct engineering department activities and staff
Develop and monitor work plans aligned with departmental goals and performance standards
Hire, train, coach, and evaluate engineering personnel
Assign projects, review work, and resolve staff and technical issues
Oversee technical review of water distribution and wastewater collection system designs
Evaluate development submittals for accuracy, compliance, and constructability
Analyze and resolve design, hydraulic, pressure, water quality, and system performance issues
Review studies, reports, and plans prepared internally and by external consultants
Identify rehabilitation and replacement projects through system data analysis
Prepare cost estimates for infrastructure project
Track project budgets, schedules, and performance metrics
Maintain engineering databases and records integrated with GIS systems
Participate in field investigations related to pressure, flow, and system performance
Conduct fire flow testing and hydraulic analysis
Evaluate system capacity for new developments and system extensions
Represent the organization in meetings with developers, contractors, engineers, and agencies
Communicate policies, design standards, and requirements
Coordinate project approvals and permitting communications
Ensure compliance with engineering standards, regulations, and organizational requirements
Develop and maintain Emergency Action Plans and safety procedures
Conduct drills and training to ensure readiness and risk mitigation
RequirementsMinimum Qualifications
Bachelor’s degree in Engineering or closely related field
Minimum 5 years of experience in water/wastewater engineering
At least 3 years of project planning or project management experience
Minimum 2 years of supervisory or leadership experience
Valid Georgia Driver’s License
Professional Engineer (PE) license in Georgia
Level 2 Sediment & Erosion Control Certification
Confined Space and Competent Person certifications
Knowledge of water distribution and wastewater collection systems
Experience reviewing engineering plans and specifications
Familiarity with hydraulic modeling and system analysis
Proficiency in Microsoft Office, SQL Server, and CAD software
Strong leadership and team management skills
Analytical problem-solving ability
Clear technical communication and presentation skills
Sound engineering judgment
Ability to manage multiple projects and priorities
This role involves a combination of office and occasional field work. Duties may include site visits, equipment inspection, and moderate physical activity such as walking, climbing, or lifting up to 25 lbs regularly and up to 100 lbs occasionally.
