Position involves lead role in coordination between departments for all studies and projects related to the assigned program(s). Role includes direct supervision of project managers on design or construction projects related to the program(s), and staff management responsibilities for specifically assigned engineering staff having varied organizational roles.Job ResponsibilitiesImplementation and delivery of the Capital Improvement Program (CIP) for assigned Program. Reviews nominations from Planning and other district teams and makes recommendations to establish the yearly CIP project list. Ensures yearly plan aligns with NTMWD's Strategic goals and operational needs.Oversees all aspects of capital projects within the program, including scope development, budgeting, design, procurement, construction, and closeout.Acts as the key liaison between departments, consultants, contractors, member cities and regulatory agencies to ensure successful project execution.Monitors program and project performance, addressing issues proactively and ensuring timely resolution of challenges. Ensures projects are delivered on schedule, within budget, and at a high level of quality while maintaining compliance with all applicable regulations.Assigns project managers for program related projects and provides oversight including technical evaluation, reviewing design documents, attending project meetings, evaluating bids, reviewing and editing administrative memorandums, monitors project status, and resolves project issues through construction.Manages assigned engineering group staff, including but not limited to: reviewing and approving time sheets, assesses training and development needs and prepares recommendations, improves efficiency and standardization of procedures and methodologies, ensures compliance to NTMWD policies, addresses disciplinary issues, succession planning, provides leadership and seeks to maintain a positive working environment.Develops and defines project scopes related to program and oversees completion of engineering service agreements. Ensures that the development of project scopes supports planning, operations, and maintenance goals and are carried through the preliminary/final design stages through construction.Evaluates and improves procedures, develops and maintains metrics to track progress.Job RequirementsEducation & Experience:Degree in Engineering received from an accredited college or university.Minimum five years as a Registered Professional Engineer in the State of Texas.Ten years of progressive experience as a Professional Engineer with project management experience of solid waste, water or wastewater treatment and handling systems design and construction. Supervisory experience and demonstrated organizational skills.Experience utilizing engineering design and project management software.Requires a valid Texas Driver's License.Knowledge, Skills & Abilities:Ability to visualize means of improving efficiency and greater use of computer technology.Understanding of Project Management best practices: Design review, constructability reviews, scheduling, estimates, contract language, scope and fee negotiations and conflict resolution.Proficiency in use of Microsoft Word, Excel and management software.Environmental and Physical Working ConditionsDriving a District vehicle for business may be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver's license of their resident state. Moderate physical labor and considerable mental attention required with some eyestrain. Generally desirable conditions with some outside visits to worksites with varying environmental conditions. Considerable time can be spent working with and viewing a computer screen. Considerable time viewing plans, specifications and reading reports and correspondence. Some time will be spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures.
