Project Description

  • The Client administers the enterprise data network and physical data centers that serve all the trial and appellate courts throughout Connecticut.
  • This IT infrastructure also serves as the critical foundation for real-time, around-the-clock information exchanges between the state courts, the law enforcement community, and service providers throughout the country working in the elds of domestic violence, criminal justice, and national security.
  • The Client is seeking a consultant under the job title speci ed above to assist with reengineering, modernizing, and relocating core components of the IT infrastructure in accordance with the FBI CJIS Security Policy and NIST 800-series standards.

Scope of Work:

In addition to the standard skills and experience for the job class, applicants should address the areas below in their resumes and be prepared to discuss their achievements in such areas

  1. Data Center Build Coordination (Phase 1 of the project)
  • Provide architectural oversight for new facility readiness (power distribution, UPS/generator, HVAC, structured cabling, rack design, aisle containment).
  • Validate vendor/facilities designs for scalability, high availability, and integration with disaster recovery requirements.
  • Coordinate with multiple organizations and vendors in facilities management, construction, and IT engineering.
  • Con rm physical and logical safeguards align with CJIS/NIST requirements.
  • Work alongside facilities and third-party vendors to ensure infrastructure (e.g., power, cooling, cabling, racks, and physical security) is designed and implemented to enterprise standards.
  • Advise on data center security best practices, including physical controls (secured doors and walls, limited or no windows, CCTV, intrusion detection, and environmental monitoring), strict access control (role-based access, least privilege, badge/biometric entry, visitor logging), and alignment with CJIS, NIST SP 800-53, NIST SP 800-171, IRS Pub 1075 (as applicable) standards
  1. Migration & Cutover Leadership (Phase 2 of the project)
  • Serve as lead technical authority for migration of VMware clusters, Dell EMC storage platforms, Cisco core networking, and Palo Alto rewalls/security.
  • Develop and maintain detailed cutover/migration runbooks with rollback procedures.
  • Oversee data replication, SRM/DR testing, and workload moves with minimal downtime.
  • Validate end-to-end performance (apps, storage, network) post-migration.
  • Lead after-hours/weekend cutover windows to protect business continuity
  1. Project Management and Security
  • Organize and track project activities, milestones, and dependencies.
  • Partner with Judicial leadership to de ne resource plans and timelines.
  • Produce authoritative documentation (as-built diagrams, baselines, runbooks, and lessons learned).
  • Ensure consistent communication with stakeholders, vendors, and facilities throughout both phases.
  • Perform structured risk assessments for each phase and de ne mitigations.
  • Validate network segmentation, rewall/security policies, and Zero Trust design.
  • Ensure logging, monitoring, and auditing are active for CJIS/NIST compliance
