Job Duties

Join a team of professionals committed to protecting public health associated with treatment and delivery of drinking water to the citizens of the Commonwealth. The Virginia Department of Health, Office of Drinking Water (ODW) is looking for an individual to help waterworks optimize their operations and business practices. This individual will work directly with waterworks to ensure compliance with the Safe Drinking Water Act and the Virginia Waterworks Regulations and to help them enhance their conformance with industry standards. This position requires a high level of teamwork, collaboration, and public speaking.

This position will serve as a regional Sustainability Coordinator within ODWs Training, Capacity Development and Outreach Division (TCDO) which is part of the ODW Central Office. The work area for the position will be in the southeast or north central area of Virginia, working closely with the ODW field offices located in Culpeper or Norfolk, Virginia, and the waterworks they regulate.

This position will focus on implementation of Virginias Capacity Development Strategy to deploy resources to assist waterworks in obtaining and/or maintaining the technical, managerial, and financial capacity necessary to comply with federal, state, and local laws and VDH policies and procedures. Duties will include presentations to public and technical audiences, reviews of technical, managerial and financial documentation, and support to other VDH offices. Typical duties will include identifying waterworks that lack TMF capacity, providing assistance to those waterworks to improve their capacity, assisting waterworks with completing a Waterworks Business Operations Plan, assisting waterworks with Asset Management Planning, and oversight of Planning and Design Fund and Small Project Engineering Services projects. This position will involve collaboration with Waterworks owners, VDH staff, and Technical Assistance providers to improve the sustainability of waterworks in Virginia.

The Virginia Department of Health offers 12 paid holidays, medical, dental, vision and life insurance, retirement plans (including 401a Cash Match and 457 Deferred Compensation Plan) as well as sick, family/personal, and annual leave.

Minimum Qualifications

  • Working knowledge of drinking water regulations and knowledge of technology associated with provision of drinking water.
  • Working knowledge of project management.
  • Ability to perform independent research, develop analytical results from independent data sources.
  • Ability to present information directly and clearly to both technical and public audiences.
  • Ability to interpret federal and state regulations for public meetings.
  • Ability to interpret technical documents.
  • Ability to work with stakeholders (Technical Assistance providers, waterworks, etc).
  • Excellent oral and written communications skills.

Additional Considerations

  • Demonstrated knowledge/experience in hard sciences (geology, biology, chemistry), engineering, or a related field.
  • Experience with budgeting and general accounting principles.
