Description A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Supplemental Questionnaire will result in disqualification. Position Overview The position is located in the General Services Agency. Responsibilities include providing project management, liaison, inspection and contract administration for the design, construction and modification of county buildings and structures. The incumbent will serve as the primary point of contact for customers, contractors and stakeholders while managing all phases of a project including budget, scheduling, controls and client relations. Minimum Qualifications Experience: The equivalent of five years’ full-time, progressively responsible experience in project management in the areas of construction management, design management, architecture or related fields. Possession of a Bachelor’s degree from an accredited college or university in Construction Management, Engineering (Civil, Structural, Mechanical or Electrical), Architecture, or a closely related field may substitute for two years of required experience. License: Possession of a valid California Motor Vehicle Operator’s License. Special Requirements: Must be able to travel to locations throughout the county. Knowledge and Abilities Knowledge of federal, state and local codes, statutes and regulations pertaining to public building projects; contract and labor compliance; principles and practices of project management; cost estimating and cost control techniques; budget preparation; government purchasing and bidding policies, practices and procedures; professional services contracting; computer technology, including project management systems and software. Ability to establish and maintain effective working relationships with a diverse group of people; communicate effectively in writing and orally; prepare and deliver effective presentations to governing boards, the public and a variety of audiences; plan and organize; analyze and solve problems; organize and coordinate the various elements of a major project; manage the work of project consultants and staff working on a project; adapt to changing priorities. Examination Components Examination Steps: Review of candidates’ applications to verify possession of minimum requirements. Screening of applications and/or Supplemental Questionnaires to select the best qualified candidates. Oral interview weighted as 100% of the candidate’s final examination score; the interview may contain situational exercises. Candidates must attain a qualifying rating on each portion of this examination. The Examination may be revised by the administering authority. Management Employee Benefits Medical Plans: Four types of Medical Plans are offered. The county contributes up to the full family premium for a selected HMO Plan. The contribution is prorated based on the number of work hours up to 50 % of the standard hours in a pay period. Employees pay any additional premium costs if they choose an alternate HMO or PPO Plan. If an eligible employee waives all medical coverage through the county, a monthly stipend may be provided. Dental Plans: Two Dental Plans – PPO and Dental Maintenance Option (DMO). The county contributes up to family coverage for both plans as long as the employee works at least 50 % of the standard hours in a pay period. Vision Benefit: Annual eye exam is covered for participants in the HMO Medical Plans with corresponding co‑pay. Life Insurance: The county pays for a basic life insurance policy of $25,000. Supplemental life insurance can be purchased in $10,000 increments up to $1,000,000. Accidental Death & Dismemberment (AD&D) Insurance: Employees may purchase individual or family policies in $25,000 increments up to $500,000. Flex Dollars: Up to $2,300 of flex dollars annually, used to pay for medical, supplemental life and/or AD&D premiums. Health Flexible Spending Account: Employees may opt to contribute on a pre‑tax basis up to $10,000 for eligible out‑of‑pocket medical, dental and vision expenses. Dependent Care Assistance: Employees may contribute salary on a pre‑tax basis up to $5,000 annually to pay for day‑care expenses. Pre‑tax Transit and Parking Benefit: Employees may set aside up to $230 a month in pre‑tax dollars for parking; $120 a month for public transportation. Holidays, Vacation and Sick Leave: Eleven paid holidays plus additional floating holidays. Vacation accrual ranges from two to five weeks depending on service and union. Sick leave accrues at one‑half day per bi‑weekly pay period. Vacation Purchase Program: One or two additional weeks of vacation may be purchased through payroll deduction. Employee Assistance Program (EAP): Counseling, financial consulting, child and elder care consulting and limited legal counseling. Disability or Income Replacement: Short‑term and long‑term disability plans available through payroll deduction or accrued vacation hours. Long‑Term Care: Voluntary benefit for serious illness or frailty, available in various settings. Job‑Related Reimbursement Plan: Eligible represented management employees may be reimbursed up to $800 per calendar year for training, conferences, publications, tools, materials and professional membership dues. Savings Bonds: Series EE and Series I bonds can be purchased through payroll deduction. Retirement: Defined Benefit plan governed under the 1937 Act. Eligibility and benefits are based on age, compensation, years of service and contributions. Deferred Compensation Eligible employees working at least 50 % of standard hours may voluntarily contribute on a pre‑tax basis, minimum $10 up to $16,500 annually. Additional Information Veteran’s Preference: Candidates claiming veteran preference must submit a copy of the DD214 form on the day of the oral examination. Provide an example of customer relationship skills, highlighting successes and lessons learned. Describe your cost estimating experience and use of cost‑control techniques.
