JOB DESCRIPTION:

The Facilities Design and Construction Bureau (FD&C) within theDepartment of Environmental Services (DES) is seeking aFacilities Design & Construction Bureau Chiefwith seniormanagement experience in facilities planning, design and construction to direct the planning, design, and construction programs for all County owned and leased facilities. This leadership role will report to the Deputy Director for Facilities and Engineering and be responsible for long-range facilities master planning, multi-year capital improvement budgeting and scheduling, cost estimating, design and construction management and quality control, interior design, and customer satisfaction.

The FD&C provides the planning, public engagement, architectural, engineering, interior design, and design and construction management expertise for County building projects. Bureau staff serve as the County user groups representatives for capital improvement projects and are responsible for ensuring that projects are developed and delivered on time and within budget, while meeting functional, community, aesthetic, sustainability, accessibility, maintainability, and code requirements. FD&C projects include new or replacement facility construction as well as major renovations or rearrangements in existing facilities. The team serves all County operating groups including libraries, community centers, fire stations and support groups including operating maintenance facilities, warehouses and parking structures. Additionally, FD&C manages major additions to WMATA stations in Arlington. These highly complex projects include underground additions and connecting elevators adjacent to continuing train operations.

DUTIES OF THE BUREAU CHIEF

Leadership and Managerial Oversight:

  • Lead the development of facilities capital projects, including new construction and major renovations;
  • Interact with County user groups and operating departments to address their facilities needs to be included in the Countys Capital Improvement Plan and annual operating budgets;
  • Establish budgetary goals with the Department of Management and Finance; and
  • Develop public engagement strategies during project development and delivery phases.
Project Management and Delivery:

  • Manage the work of a multi-disciplined staff of sixteen professionals who manage all phases of projects from initiation and establishing program requirements, through planning and design, bidding, construction, fit out with furniture, fixtures, and equipment, close-out, and post occupancy evaluation;
  • Provide project status information to County officials, citizens, and staff, including professional guidance and technical expertise to staff; and
  • Develop and manage the section's operating budget, performance measures, and strategic plan.
Public Engagement:

  • Interact with County government staff, elected officials, private developers on complex mixed-use government/private projects and Arlington Public Schools on complex mixed-use schools/county projects, citizen advisory groups, and community;
  • Assist with the development of engagement strategy, messaging, and conduct verbal presentations to stakeholders, County management and County Board members, including community-facing projects, in partnership with the User Group or sponsoring department and the DES Communications Team;
  • Work with relevant County Commissions, Civic Associations, and stakeholders to seek feedback and provide project updates across all delivery phases; and
  • Present project updates and represent the Department and its interests at external community engagement activities and meetings (e.g., civic associations, stakeholder groups, Commissions, Advisory Groups).


The successful candidate will be an inspiring and experienced leader with an understanding of the complexities and challenges of facilities management in a municipal government. Possess the technical skills necessary for leading numerous projects, the ability to manage people in a High-Performance Organization, and to work as an integral member of the departmental leadership team in assisting the County with achieving its facilities objectives.
Minimum:

  • Bachelors degree in Architecture, Engineering, Construction Management, Facilities Management, or related discipline; and
  • Three (3) years of progressively responsible complex construction project management and construction program administration.
Desirable

: Preference may be given to candidates with a masters degree in a related field and experience in one or more of the following:

  • Supervising and providing leadership in a multi-layered and diverse urban organization;
  • Developing capital budgets and timeline parameters, working with multiple user or client groups, and managing design and construction of projects with non-traditional delivery methods such as design build or CM at risk;
  • Negotiating, administering, and managing architectural planning and design and construction contracts;
  • Using project management and facilities management technologies, including working with mechanical, electrical, and plumbing (MEP) systems; and/or
  • Planning, design, and construction of complex mixed-use facilities with private entities or other governmental agencies.
Possession of one or more of the following Certifications/Licenses preferred:



  • Licensed Architectin Virginia or state withreciprocity;
  • Professional Engineer (PE) License in Virginia or state with reciprocity; and
  • LEED Design or Construction Certification.

Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.
Work Hours: Monday Friday, 8:00am 5:00pm, with flexible work hours, and teleworking (2 days in office). Employee must be able to travel and attend local, state and national events, some which may be outside normal working hours.

This position is in the Arlington County Government's Extended Management Accountability Program (XMAP2), in which Senior Executives are eligible for a negotiated salary/benefits package and are evaluated and compensated based on a performance agreement linked to the County Management Plan, results achieved, and a multi-rater appraisal. XMAP2 is a flexible total rewards/compensation system directly linked to performance and the market.
