Octagon Professionals is looking for a Facility Management Engineer (Site Supervisor) to support the European Space Agency (ESA) at ESTEC (Noordwijk, Netherlands).The Facility Management Engineer will support the maintenance, development and supervision of site infrastructure, including buildings, laboratories, technical facilities and utility networks. The role will contribute to the management of outsourced maintenance contracts and to the execution of infrastructure and facility-related projects in line with ESA standards and project management principles.The position supports civil, mechanical, electrical and maintenance engineering activities, ensuring quality control, compliance with local regulations and alignment with ESA operational and safety standards.The selected candidate will be employed by Octagon Professionals and will work in an international and technical environment at ESA ESTEC.Key Responsibilities and TasksInfrastructure Maintenance and DevelopmentSupport the maintenance and development of site infrastructure including buildings, offices, laboratories, cleanrooms and technical facilities.Oversee technical areas such as power plants, diesel generators, hot and chilled water production, water treatment systems and sewage networks.Ensure infrastructure reliability, safety and compliance with applicable standards and regulations.Contract and Maintenance SupervisionSupervise and review the annual preventive maintenance plan prepared and executed by the outsourced maintenance contractor.Monitor and assess preventive and corrective maintenance activities performed on site.Ensure that maintenance and works are delivered in line with agreed service levels, quality standards and safety requirements.Support the management of performance-based facility management hard services contracts.Project and Technical SupportProvide technical support for infrastructure-related projects including refurbishment, modification and construction of buildings and installations.Support installation renewal, upgrades and new infrastructure implementation.Assist in preparing technical specifications and programmes of requirements in consultation with end users.Participate in feasibility studies, cost estimates and technical reviews.Technical Analysis and Continuous ImprovementAnalyse technical failures and propose corrective actions and technical solutions.Support the preparation and implementation of inspection programmes for site installations.Propose upgrades, modifications and improvement initiatives for infrastructure and utilities systems.Provide technical expertise on maintenance, repair, overhaul and replacement of infrastructure systems.Monitoring, Reporting and DocumentationPerform monthly reviews of preventive maintenance activities based on KPI analysis and contractor performance.Review and validate technical documentation, including “as-built” documentation and maintenance records.Participate in technical meetings, site inspections and progress reviews.Ensure compliance with local civil engineering norms, safety standards and ESA procedures.Specific DutiesIn addition to the general work package activities, the post holder will:Act as site supervisor for civil works and infrastructure maintenance activities.Coordinate with contractors, facility users and technical teams to ensure smooth execution of works.Monitor quality, safety and compliance of civil and infrastructure works on site.Support technical investigations and resolution of infrastructure-related issues.Contribute to continuous improvement of maintenance and facility management processes.Qualification RequirementsEducationBachelor’s degree or equivalent in Civil Engineering, Construction Engineering or a related technical field.Technical Competencies & ExperienceMinimum of 4 years of relevant professional experience.Experience in civil works supervision, work preparation and technical solutions.Experience supervising maintenance and infrastructure works on site.Knowledge of facility management and infrastructure maintenance environments.Good knowledge of local and national civil engineering norms and regulations.Experience working with contractors and outsourced maintenance providers.Ability to analyse technical issues and propose practical solutions.Experience supporting technical documentation, inspections and reporting.
