Identify emerging APD trends, acquisition strategies, and contracting opportunities across DoD and civilian agencies. Position Stantec to compete for large-scale military and civilian agency infrastructure, resilience, and installation modernization utilizing alternative delivery models. Serve as the executive sponsor for priority APD pursuits and strategic client engagements. Partner with Federal leadership to establish APD growth targets, investment priorities, and market expansion strategies. Client Development & Industry Engagement Build and maintain executive-level relationships with DoD, USACE, NAVFAC, AFCEC, and other Federal agency stakeholders. Educate clients on the value, risk, and benefits of the correct alternative delivery methods. Participate in industry forums, professional organizations, and APD working groups. Engage with Stantec’s strategic construction partners/GC accounts, developers, concessionaires, and specialty contractors to strengthen and grow Stantec’s strategic teaming relationships. Serve as Stantec's executive representative for APD initiatives throughout the Federal marketplace. Alternative Delivery Program Leadership Provide executive oversight of major APD pursuits and projects from opportunity identification through delivery. Support development of procurement strategies, delivery models, risk allocation approaches, and commercial frameworks. Advise project teams on best practices related to Design-Build, Progressive Design-Build, CMAR, DB2B, and P3 delivery. Lead APD governance and monthly project reviews, lessons learned, and portfolio management activities. Ensure alignment between pursuit strategy, commercial objectives, technical execution, and client outcomes. Team Leadership & Organizational Development The APD Program Lead will build and lead a high-performing APD practice within Stantec's Federal business and help scale organizational capability to support future growth. Leadership Expectations Lead, mentor, and develop Federal APD practitioners, program managers, project managers, and pursuit leaders. Establish a culture focused on collaboration, innovation, accountability, and delivery excellence. Provide coaching to teams on APD best practices, procurement strategies, and client engagement approaches. Create leadership development opportunities for emerging Federal leaders. Assist with recruiting and retaining top APD and Federal program delivery talent. Serve as an executive sponsor/mentor for major pursuits and strategic programs. Organizational Development Responsibilities Establish Federal APD standards, processes, tools, and governance frameworks. Build organizational capabilities supporting increasingly complex APD opportunities. Capture and institutionalize lessons learned across major projects. Align business line resources to support growth and successful project execution. Develop a sustainable pipeline of future Federal APD leaders and technical experts. Cross-Functional Collaboration Success in alternative delivery depends on integrating diverse expertise across the organization. The Federal APD Program Lead will act as the central connector between growth, delivery, technical, financial, and legal functions. Collaboration Responsibilities Partner with Client Account Managers and Business Development leaders to identify Federal APD opportunities early in the project lifecycle. Collaborate with Capture Managers to develop win strategies, team approaches, and procurement positioning. Work closely with Program Managers, Project Managers, and Technical Practice Leaders to develop executable and differentiated solutions. Coordinate with legal, contracts, risk management, finance, and operations teams to evaluate commercial risks and delivery strategies. Facilitate collaboration across Federal Buildings, Infrastructure, Water, Energy & Resources Energy, and Environmental Services practices. Build integrated teams that combine design, engineering, construction, environmental with commercial and program management expertise. Drive enterprise-wide alignment between business development commitments and project execution capabilities. Minimum 20 years of leadership experience in infrastructure, military construction, Federal programs, or alternative project delivery. Demonstrated experience leading large-scale design-build, progressive design-build, CMAR, or other collaborative delivery programs. Strong understanding of Federal acquisition regulations, contracting strategies, and project delivery models. Experience building and leading multidisciplinary teams and major pursuits. Proven ability to influence executive-level clients and stakeholders. Preferred Qualifications Former Senior Military Officer, General Officer, SES, USACE, NAVFAC, AFCEC, or equivalent executive leadership experience. Professional Engineer (PE) license. Project Management Professional (PMP) certification. Advanced degree in Engineering, Business, Construction Management, or related field. Experience leading multi-billion-dollar infrastructure portfolios. Experience with military installation modernization, resilience, civil works, and defense infrastructure programs. Measures of Success First 12 Months Establish a formal Federal DoD APD program strategy and operating model. Identify and pursue priority Federal APD opportunities across the US Federal client account portfolios and market. Strengthen relationships with key Federal clients and strategic partners. Increase organizational awareness and capability around APD delivery methods. 12–24 Months Grow APD project backlog and pipeline within the DoD market. Improve capture effectiveness and win rates on major APD pursuits. Expand integrated design-build and progressive delivery partnerships. Develop a scalable APD delivery framework for Federal programs. Long-Term Position Stantec as a recognized leader in Alternative Project Delivery for defense infrastructure programs.
