This position supports Federal Emergency Management Agency (FEMA) for their Grants Management Modernization program (FEMA GMM). The FEMA GMM program represents a multi-year effort for IT Modernization and Transformation that will better enable citizens and first responders to apply for and be awarded Federal disaster and non-disaster grants.

As the team will be responsible for new application development, maintenance, enhancement, and operation, this position will require US citizenship, and all employees must be able to pass a Federal Suitability Check for a position of public trust.

Our team will also be responsible for the software design and implementation of replacement and modernization of existing legacy applications.

Key Required Skills:

Solid experience with Risk Management and Continuous Monitoring tools and process concepts. Experience articulating customer requirements into User Stories and establishing acceptance criteria. Experience in managing competing priorities.

Position Description:

Work with the project manager and business stakeholders/technical leads to analyze and document business requirements for new ServiceNow processes and align to the project schedule

Work with the ServiceNow development team to validate the solutions for defined customer requirements

Help other Business Analysts on the project team as required

Develop procedures, manuals, and other documentation artifacts as needed

Develop User Stories based on business requirements provided by the stakeholders/technical leads

Document current and future processes and workflows

Manage the User Acceptance Testing (UAT) and validation activities

Engage customers/stakeholders to effectively and capture business requirements

Develop Agile User Stories based on customer requirements (as required)

Ability to host customer CAM/IRM demos and effectively explain ServiceNow capabilities

Ability to analyze alternatives presented by development team members and provide feedback based on customer requirements

Work effectively in a highly matrix team organization

Basic Skill Requirements

Bachelor's Degree in Computer Science, Mathematics, Engineering, or a related field

5 years of experience as a ServiceNow CAM or IRM Business Analyst

5 years of experience in designing and building business processes

3 years of experience with process flow documentation creation

Understanding of Agile software development practices

Excellent verbal and written communication skills including presentation skills

Must be able to obtain and maintain a Public Trust clearance. (Contract requirement)

Required Skills

Solid Business Analyst experience with IT Infrastructure specifically in the area of Risk Management, Continuous Authorization and Monitoring with a good understanding of vulnerability assessments

Knowledge and experience with overall ServiceNow Ecosystem and able to understand customer needs and requirements quickly to put together proposed solutions

Strong communication and reporting skills

Team player who stands out as an individual contributor and can mentor other team members to manage and achieve project milestones

Desired Skills

Experience with using ServiceNow Integrated Risk Management (IRM) modules and Continuous Authorization and Monitoring (CAM), and other modules

ServiceNow Certification

Previous Government experience

In depth understanding of project management approach covering waterfall, agile and hybrid methodologies

Education:

Bachelor's Degree with 7+ years of experience

Must be able to obtain and maintain a Public Trust Clearance; this is a Contract requirement
