Overview

The FEMA Grants Management Product Management Lead is a pivotal role that drives the development, implementation, and optimization of tools and solutions for FEMA's grants management programs. This leader will define product strategy, ensure alignment with FEMA's disaster recovery and resilience mission, and work closely with stakeholders to improve the efficiency and accessibility of grant management processes.

The product management lead shall ensure product management activities on the call order comply with the Federally governed delivery approach and incorporate industry best practices

Key Responsibilities

Strategic Leadership:
  • Define and own the product vision, roadmap, and strategy for FEMA's grants management systems.
  • Align product goals with FEMA's mission to support disaster response, recovery, and community resilience.
Product Development and Delivery:
  • Oversee the lifecycle of grants management products, from ideation to deployment and continuous improvement.
  • Prioritize features and enhancements based on stakeholder input, mission-critical needs, and technical feasibility.
  • Collaborate with development teams to ensure the successful delivery of solutions that meet user and organizational needs.
Stakeholder Collaboration:
  • Engage with FEMA leadership, grant applicants, recipients, and internal users to gather insights and requirements.
  • Serve as a liaison between technical teams and non-technical stakeholders, ensuring alignment and clear communication.
Process Optimization:
  • Identify pain points in existing grants management workflows and recommend data-driven solutions.
  • Champion automation and modernization efforts to streamline application, review, and distribution processes.
Performance Monitoring:
  • Establish KPIs and metrics to measure the success of grants management products.
  • Conduct regular reviews to evaluate system performance, user satisfaction, and mission impact.
Compliance and Risk Management:
  • Ensure products comply with federal regulations, FEMA policies, and security protocols.
  • Identify and mitigate risks related to grants administration and product implementation.

Qualifications

Minimum Requirements:

  • Bachelor's degree in Business Administration, Public Administration, Information Systems, or a related field.
  • 10+ years of experience in product management, program management, or grants management, preferably within the federal government or public sector.
  • Proven ability to lead cross-functional teams in delivering complex technology solutions.
  • Strong understanding of federal grants processes, regulations, and compliance requirements.
  • Experience working with agile methodologies and tools (e.g., Jira, Trello).
  • Excellent communication, analytical, and problem-solving skills.

Preferred Qualifications:

  • Master's degree in a relevant field.
  • Knowledge of FEMA's grants programs, such as Hazard Mitigation Grant Program (HMGP) or Public Assistance (PA).
  • Experience in human-centered design or user experience (UX) design.
  • Familiarity with cloud-based grant management platforms and data integration tools.
