ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Prepares, analyzes, and interprets fiscal information.
  • Provides support to the agency with the procurement process, fixed assets, and contract management.
  • Submits and approves fiscal transactions within WOLFS with division head approval. This includes reconciling and coding P-card payments, processing employee travel reimbursements, and handling refund requests.
  • Responsible for securely distributing refunds and payable checks to vendors, customers, and employees while updating the internal refund tracking system.
  • Provides budget string information to other state agencies for internal payments and maintains a petty cash fund per established policy and procedure.
  • Responsible for entering CR/IET documents into WOLFS and completing the balance function; including submitting depository information through the Treasurers Office Deposit System.
  • Ensures the $48 million of annual revenue is disbursed into the proper revenue codes.
  • Researches and resolves any issues arising from daily balance activities. Manages the establishment and maintenance of financial records.
  • Handles monthly duties, including the reconciliation of revenue, reconciliation of the internal account housing all incoming ACH/wire transfers, and refunding/returning funds not utilized due to rejections. Additionally, responsible for exporting statistical information for office-wide use and providing a monthly report that illustrates IT & Election encumbrances and the remaining funds on each.
  • Maintains accounting for the Secretary of States vehicle, ensuring proper billing of mileage and annual tax reporting for personal use is recorded.
  • Collaborates with the IT Manager to write requirements for database enhancement projects for the Administrative Rules System and the internal receipting system. Monitors federal programs and grants including the preparation and submission of budget and reports.
  • Works in partnership with the Attorney Generals Office, Legislative Service Office, and the Governors Office to assist agencies with the rule-making process, training State Agencies and the external public on system use. Updates the current rules database and the Administrative Rules User Guides for State of Wyoming employees to ensure timely and accurate public access.
  • Performs other duties as assigned.


PREFERENCES:




  • Preference will be given to candidates with a background in finance or accounting and those who possess natural attention to detail.


KNOWLEDGE:


  • Knowledge of state, federal, and agency statutory and regulatory requirements and policies related to fiscal processing.
  • Ability to pay close attention to detail to ensure that revenue and expenditure coding are being utilized accurately and appropriately.
  • Ability to collaborate with other personnel and state agencies to correct accounting errors.
  • Competence in critical thinking with the ability to research and resolve questions regarding disbursements and revenue collection.
  • Knowledge of software programs such as Excel, Word, and Access.
  • Ability to thrive in a busy work environment by setting priorities, managing time, and assuming responsibility.
  • Ability to respond to requests for information accurately and in a timely manner and interact with both the public and other state agencies in a courteous, helpful manner.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Finance)
Experience:
0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant
Certificates, Licenses, Registrations:
None


PHYSICAL WORKING CONDITIONS:


  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.
