This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.

AEDCs mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Summary:
The successful candidate will perform varied professional accounting or financial work requiring the standardized application of wellestablished principles, theories, concepts, and practices. Make daytoday decisions concerning the treatment of financial transactions. Is expected to recommend solutions to complex problems and to propose system changes for approval at higher levels. Develop sound, practical solutions to a wide range of accounting, financial, tax problems where guidelines are well defined or to problems in one functional area where guidelines are less defined. Assignments require regular use of resourcefulness and independent judgment.

Job Duties:
  • Maintain varied accounting and/or financial records, establishing or revising controls and processing transactions as directed.
  • Prepare, review, interpret, and analyze all types of accounts and records of financial transactions. Present and support findings and recommendations. Develop nonstandard reports and statements (e.g., those containing forecasts reflecting the interrelations of more than one field of information).
  • Interpret and point out trends or deviations from standards.
  • Predict effects of changes in operating programs.
  • Assist Manager and team in Controller system review, design, implementation support, and procedure development.
  • Analyze accounting or financial data and problems. Prepare routine working papers, schedules, exhibits, and summaries indicating extent of examination. Present and support finding and recommendations.
  • Monitor systems, direct supervision, and provide guidance regarding the following:
    • Timekeeping for manual and nonmanual employees
    • Preparation and payment of payrolls
    • Payroll taxes and insurance reports
    • Processing and payment of invoices for subcontracts, purchases of materials, and services.
    • Processing and payment of employee travel reimbursement
    • Monitors the status of employees receivables and reviews these with employees and management, as necessary.
    • Reconciliation of all related general ledger accounts
    • Maintain a compliant and integrated payroll system that meets company, state, and federal requirements at each NAS location.
  • This will be a working supervisor position.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.

Basic Qualifications:
  • Bachelors degree in accounting/finance with a minimum 7 years experience in core accounting processes. Additional applicable experience in lieu of degree will be considered.
  • Current US citizenship required.

Preferred Qualifications:
  • Advanced knowledge of and successfully demonstrated experience related to:
    • Professional accounting and/or financial concepts and principles.
    • General business practices.
    • Controller organizational structure, policies, and procedures.
    • Accounting functions such as payroll, payables, receivables, billing, and financial accounting.
    • Leadership activities such as distribution and control of work, training, and development of personnel.
    • U.S. government, Federal Acquisition Regulations and Cost Accounting Standards.
  • Skill in analyzing and problem-solving techniques as applied to accounting.
  • Excellent skills in working with and communicating effectively orally and in writing with internal and external personnel.
  • Very proficient in computer applications and common software products. Able to develop complex spreadsheets with complex formulas, macros and ad hoc report writing.
  • Experience with SAP, Oracle Financials, and Oracle Work and Asset Management. Experience with PeopleSoft Financials is a plus.
