We are hiring a Financial Advisor (Acting CFO) for one of our clients in Hamilton, NJ.

Job Description:

  • The Chief Fiscal Officer (CFO) is responsible for the overall organization, management, and leadership of the Division's Office of Fiscal Management Operations (OFMO), and a budget of approximately $1B.
  • OFMO includes the budgeting, accounting, contracting, and auditing departments at the Division.
  • The CFO is a key advisor of the Division's executive/senior leadership team and serves as a steward of state and federal funds that support New Jersey's most vulnerable citizens through contracts with private agencies/providers.
  • The CFO helps guide executive staff in developing and overseeing its budget and provides leadership to ensure that spending plans are followed and updates and projections are provided quarterly or as needed.
  • The CFO develops and enforces fiscal policies and procedures that are consistent with all NJ Department of Treasury Circulars, Federal/State regulations, and conditions of all funding contracts.
  • The CFO effectively communicates any fiscal constraints to the leadership team while also helping to formulate opportunities to expand or enhance behavioral health services within the State.

This is done by

  • Developing templates for sound financial analysis to more accurately and clearly project costs, revenues, contract liabilities, and other key metrics related to division operations.
  • Reviewing draft contracts and legal documents ensuring fair and reasonable terms for the Division, Department, and State.
  • Developing approaches to soundly identify the practices, services, and providers that are delivering the most value to the State in terms of cost-effective care and improved behavioral health.
  • Assisting the Assistant Commissioner and key leadership staff in collaborating with stakeholder groups and other DHS and State Department Leaders.
  • Clearly summarizing budget initiatives with sufficient detail for OMB for the annual Governor's Budget process.
  • Providing leadership with the up-to-date status of spending plans for both State and Federal resources and current forecasts.
  • Assist leaders in thinking through options to most appropriately and compliantly use State and Federal funds.
  • The CFO is responsible for developing, mentoring, guiding, and succession planning of the OFMO team by Providing technical assistance and training to OFMO staff with respect to project analysis and all job-related matters.
  • Role modeling and building teamwork and a culture of accountability necessary to meet the demands of a complex organization that must remain transparent and trustworthy.
  • Meeting regularly one-on-one with staff and as a group to promote successes and appreciation to help keep staff motivated.
  • Providing direct feedback in a respectful manner to employees and subordinates.
  • Looking for opportunities to enhance staff skills and for advancement within the department or the Division.

Critical Need

  • As articulated above the CFO is charged with leading a large department responsible for overseeing over $1B of State appropriations and Federal grants/dollars with over 300 private agencies/programs, state departments, and county/municipalities.
  • The management of these funds is very complex and requires a leader with superb analytical, communication, and leadership skills.
  • The CFO must be able to manage multiple priorities, and be agile to shift attention as needed while also adhering to established deadlines.
  • This requires an experienced and proven leader who can delegate and develop a strong, competent team motivated to accomplish the goals of the Division.
  • The individual must also be able to clearly communicate ideas and needs not only within the Division but with high-level leaders within the State and other departments.

Knowledge, skills, education, and/or experience: -

  • Graduation from an accredited college or university with a Bachelor's degree in Economics, Finance, Business Administration, Accounting, or Public Administration, with a minimum of twenty-one (21) semester hour credits in finance, economics, and/or accounting courses.
  • Seven (7) years' experience in work involving fiscal management.
  • The experience should include work in public finance, auditing, budgeting, or accounting. Three (3) years of the required experience shall have been in a supervisory capacity.

Mandatory skills/certification(s) Requirement:

  • Strong Accounting, Leadership and Business Finance Skills.
  • Experience with governmental procurement process and managing a significant budget.
  • The CFO must be able to manage multiple priorities, and be agile to shift attention as needed while also adhering to established deadlines.
  • This requires an experienced and proven leader who can delegate and develop a strong, competent team motivated to accomplish the goals of the Division.
  • The individual must also be able to clearly communicate ideas and needs not only within the Division but with high-level leaders within the State and other departments
