Location: Springfield, VA Clearance: TS/SCI with Poly Required Qualifications 12 years of experience with a degree (4 additional years of experience can be substituted for a degree); 8 of the 12 years with specialized experience. Bachelor's degree in a business‑related field such as Business, Finance, Accounting, or Economics, or equivalent work experience in a comparable field (budget analyst, analyst, accountant, financial analyst, or financial auditor). Demonstrated specialized experience with DoD or other government agency budgetary or finance processes. Demonstrated experience with DoD or other Government Agency key budget execution processes including funds control, fund transfers, travel orders, and credit card purchases. Demonstrated experience with fund execution policies for principal DoD and IC appropriations. Demonstrated understanding of all phases of the PPBE process to include Program and Budget documentation and justification through the IPBS/CBJB and IPBR/CJB processes. Demonstrated experience with DoD and IC programs and budgets. Desired Qualifications Experience in developing and preparing agency‑level budget Congressional roll‑out briefing materials. Experience in supporting briefing materials and responses for ODNI, OSD, OMB, and Congressional Committees related to the agency's program. Experience in supporting program and budget reviews and preparing materials for program leadership. Experience in preparing PowerPoint/white‑paper briefings and presentations related to financial management matters, programs, and activities for senior leadership. Experience in supporting the preparation and monitoring of supplemental/over guidance requirements. Proficient knowledge and capability in the use of spreadsheet, database, and Microsoft PowerPoint software. Experience with automated reporting applications using Python, R, Tableau, or similar tools. Strong analytical skills for complex budget and execution data. Job Responsibilities Serve as a member of a team that supports the financial management program directorate and assists the government with financial management operations. Assist the government with budget analysis and monitoring and coordinating program resource allocations. Support government representatives at meetings and foster cohesive agency‑wide program development. Assist with resource management oversight. Support internal CUSTOMER budget execution and program build activities, analysis events, and documentation packages as designated by government leads. Assist in gathering, maintaining, reviewing, and analyzing program and budget data and requirements. Develop and promulgate financial management responsibilities associated with CUSTOMER's internal guidance packages as appropriate. Provide subject matter expertise on the development and publication of IPBS/CBJB, IPBR/CJB, and President's Budget exhibits. Support the preparation of agency‑level budget Congressional roll‑out briefing materials and responses to questions, requests for information, and inquiries. Support the preparation of briefing materials and responses to ODNI, OSD, OMB, and Congressional Committees inquiries related to the agency's program. Support preparation for and conduct program and budget reviews and develop materials for program leadership to attend meetings with ODNI, OSD, OMB, and Congressional staff. Support the development and preparation of PowerPoint/white‑paper briefings and presentations related to KC Financial Management matters for senior leadership. Support the preparation and monitoring of supplemental/over guidance requirements. Support all aspects of budget execution and conduct analysis.
