Under the general supervision of a Deputy Commissioner, Division Director, or designee, this position provides assistance with the preparation of the budget and manages the financial operations for the Division. Responsibilities Prepares financial and statistical reports; and analyzes and evaluates fiscal matters for the division. Financial Manager monitors the Division's finances and works closely with the Division Director to produce financial reports. Represents the Division related to financial matters to the agency head. Requires a confidential relationship to a policymaker. Plans and coordinates detailed work in preparing and administering the Division's Budget for submission. Prepares budget revisions. Analyzes the division's budget; prepares expenditure and budget reports. Prepares spreadsheet projections and technical reports. Prepares federal financial reports and compilation with all federal regulations of the grants to be submitted to the federal grantor agencies. Prepares grant applications for federal funding. Prepares budget plans and submits to the Executive Assistant to the Commissioner. Prepares documents for payment through the Government's ERP System. Prepares federal grants and the timely submission to the granting agency; ensures that conditions of the grants are met. Performs financial management functions including generating financial data, compiling, and submitting reports. Develops and reviews policies and conducts regular assessments of financial procedures. Manages the preparation of the monthly, quarterly and fiscal year account reconciliations, monitors and enforces compliance with the financial reporting standards with the granting agency and assists with the cash flow forecast. Supervises the fiscal and administrative staff assigned to the division of the grants managed. Supervises the preparation of quarterly and annual (fiscal) account reconciliations and monitors and enforces compliance within the federal guidelines. Performs other related duties as required. Qualifications A Bachelor’s degree in Accounting, Finance, or Business Administration or another related field and five (5) years of governmental budget experience. Any equivalent combination of education and experience in government accounting, not below the completion of twelfth grade. FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION Knowledge of the principles and practices of modern financial management and of governmental operating budgetary policies, procedures, and objectives. Knowledge of the fiscal operations of a government department. Knowledge of the statutes and regulations governing the GVI (Government of the Virgin Islands) operational budgeting and accounting. Knowledge of the methods and techniques of operating budget analysis. Knowledge of electronic data processing equipment and their capabilities. Skill in the analysis of operating expenditure statements. Skill in identifying fiscal needs commensurate with operating requirements and plans. Ability to maintain confidentiality when privy to highly sensitive information. Ability to analyze, interpret, and prepare financial documents and reports on operating budgets. Ability to analyze fiscal problems and make appropriate recommendations. Ability to maintain effective working relations with administrative officials, associates and others concerned with the budgetary process. FACTOR 2 - SUPERVISORY CONTROLS Work is supervised by a higher-level officer. Work is performed independently with minimal supervision. Work is reviewed through meetings, discussions presentations, and reports in accordance and compliance with federal guidelines; governmental operating budgetary policies, procedures, and objectives; statutes and regulations governing the GVI operational budgeting and accounting. FACTOR 3 - GUIDELINES Guidelines include federal and local laws, rules and regulations, OMB (Office of Management and Budget) circulars, memorandums from the regulatory agencies and/or departments to include the Office of Management and Budget, Department of Finance, Department of Property and Procurement, and the granting agency. FACTOR 4 - COMPLEXITY Work involves financial oversight and review of federal programs/projects within the department. It involves supervision of fiscal and administrative staff and the programs to ensure that reporting and audit requirements are met. Must achieve efficient and effective use of funds and ensure accountability in the reporting processes and procedures. FACTOR 5 - SCOPE AND EFFECT The purpose of work is to provide financial management, oversight for the federal programs/projects within the department/agency, and accountability for the programs. FACTOR 6 - PERSONAL CONTACTS Contacts are agency heads, division directors, federal granting program employees and local government employees, and administrative, financial/fiscal staff. FACTOR 7 - PURPOSE OF CONTACTS Contacts are made to ensure completion, accuracy, guidelines, and compliance with the program's objectives and grant activities.
