Financial Systems Specialist (Cyber)Serves as a system specialist responsible for designing new pay procedures and systems. Participates in monitoring and evaluating Defense Joint Military Pay System-Active/Reserve (DJMS-AC/RC) system changes. Determines the effectiveness and adequacy of systems and to ensure systems developed are responsive to field management and top-level management requirements. Provides training and guidance for converting, implementing, and maintaining payroll and reporting operations and related techniques. Uses financial management theories, practices, methods and techniques to research and write system requirements and identify problems in systems and recommends solutions. Specialized experience is defined as: Performing systems analysis, testing and support of automated financial systems; ensuring that financial system design, revisions and modifications comply with financial regulatory requirements; developing test plans and preparing test input situations designed to test financial systems software; applying laws and regulations on an organization's financial policies, operations and systems to maintain compliance. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.
