The Management Analyst II position supports the fiscal operations of the Office of Financial Management and Budget (OFMB) located at 600 Washington Street, Boston, MA 02111. Reporting to Budget Finance Managers, the Management Analyst II will perform analyses, manage processes & workflows as it relates to the budget and accounts payable side of MMARS (Massachusetts Management Accounting Reporting System). The Management Analyst II will be responsible for all projects, accounting related items, and budgets as it relates to the Vocational Rehabilitation programs. This fiscal position will partner the Vocational Rehabilitation offices which includes Area Directors, and office fiscal staff. The Management Analyst is responsible for ensuring the Fiscal Department complies with Federal, State and COMMBUYS policies and procedures when procuring goods and services and/or processing payments for the entire agency.
Responsibilities include, but are not limited to:
- Comply with State and Federal regulations
- Review MMARs reporting and translate that information for audit compliance
- Provide expertise and technical assistance to agency staff fiscal management matters (previously limited to department staff)
- Analyze reconciliation of payments performed by staff and provide resolution for both internal and external customers
- Monitor and reconcile assigned appropriations to assist in state and federal reporting
- Identify and provide policy and procedural recommendations to Budget Director and Budget Finance Managers
- Continually strive to improve current practices to streamline processes to be more efficient, and enhance the use of technology to support business analytics
- Processing payments and confer with agency personnel and outside agencies to resolve accounting discrepancies, develop & modify procedures for processes, train staff and/or obtain statistical data and documentation for various reports and documents for analysis and reviews. In addition, the Management Analyst II obtains and utilizes reports from the Commonwealth Information Warehouse, handle records management responsibilities for the agency for budget and accounts payable-related documents according to the Comptroller's Office procedures.
- The incumbent of this position will perform account reconciliations, trend, utilization & variance analysis. In addition, ensure all payments and consumer encumbrances are within State and Federal regulations such as but not limited to DHSA, period of performance, Federal grant timelines etc.
- Ensure payments are processed in timely manner to maximize prompt payment discounts from providers and in addition also ensure payments are not disbursed to providers on the OSD sanction list. Continue to prepare monthly reports for the Budget Director and Budget Finance Managers on the status of all payables, be responsible for reviewing instructions and complying with the requirements of the Office of the State Comptroller for annual opening and closing activities related to Accounts Payable, maintain financial records according to established procedure(s) in order to ensure accurate and complete information and other duties as assigned.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

- Identify and provide policy recommendations to Budget Director and Budget Finance Managers.

Required Qualifications:
- Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.
- Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, and work simplification methods.
- Demonstrated experience in the methods used in the preparation of charts, graphs and tables, and general report writing.
- Proficiency in the analysis and determination of the applicability of data, draw conclusions and make appropriate recommendations.
- Ability to prepare general reports and write concisely, to express thoughts clearly and to develop ideas in logical sequence.
- Experience in determining the proper format and procedure for assembling items of information, the preparation and use charts, graphs and tables, the ability maintain accurate records and exercise discretion of confidential information.
- Knowledge of statistical methods and techniques including sampling and an understanding of the terminology and standard abbreviations used in statistics.
- Ability to accomplish work objectives where few precedents or guidelines are available and adjust to changing or varying work situations to meet emergency or changing program requirements.
Preferred Qualifications:
- Thorough knowledge of budget and fiscal management.
- Experience running Warehouse Queries and submit all requested data and reports from Massachusetts Management Accounting Reporting System (MMARS) and/or Doc Direct.
- Experience researching and resolving customer (internal & external) issues related to billing
- Proficient usage of Microsoft Office products including Excel and Outlook and other software programs.
