Position Overview

We are seeking an experienced and dynamic Functional Lead / Business Analyst Consultant to support the implementation and optimization of community development and land management software solutions. This role is critical in bridging business needs and technical solutions, ensuring smooth project delivery and end-user satisfaction. The ideal candidate will have a background as a Permit Technician or similar, with expertise in permitting, licensing, planning, code enforcement, or inspection workflows.

Key Responsibilities Requirements Gathering and Analysis
  • Collaborate with stakeholders to identify business needs and translate them into functional requirements for permitting, licensing, planning, and other community development systems.
  • Document workflows, use cases, and areas for process improvement.
System Configuration and Implementation
  • Lead software configuration to align with local government workflows, focusing on permitting, inspections, planning, and code enforcement processes.
  • Serve as the subject matter expert on system functionality and best practices.
Stakeholder Engagement
  • Act as a liaison between end-users, technical teams, and software vendors.
  • Facilitate workshops, training sessions, and stakeholder meetings to ensure alignment and user adoption of the implemented solutions.
Project Leadership
  • Provide leadership and guidance to team members during implementation phases.
  • Support project managers with project timelines, deliverables, and risk management.
Required Qualifications Education and Certifications
  • Bachelor's degree in Public Administration, Urban Planning, Information Systems, or a related field.
  • Certification as a Permit Technician or equivalent is highly desirable.
Experience
  • Minimum of 5 years of experience in permitting, licensing, planning, or code enforcement.
  • Hands-on experience implementing or working with community development and land management software (e.g., Accela, Cityworks, Tyler EnerGov, or similar solutions).
Technical Skills
  • Proficiency in business process modeling and workflow design.
  • Familiarity with database systems, reporting tools, and system integration methods.
Preferred Qualifications
  • Experience in project management or agile methodologies.
  • Knowledge of GIS integrations and spatial data concepts.
  • Familiarity with building codes, zoning laws, and inspection processes.
