THE POSITION



Washington County Health and Human Services (HHS) is recruiting for a person-centered Management Analyst I to join our Administrative Services team! This is an exceptional opportunity to work on a dynamic and engaged team that provides essential technical expertise in contracting and accounting as well as creating department wide training aids. Washington County HHS promotes health and well-being by influencing policies, systems, and environments; providing education, programs, and services; and responding to the needs of vulnerable populations. HHS includes the following major offices and divisions: Administrative Services, Animal Services, Behavioral Health, Developmental Disabilities, Director's Office, Disability, Aging and Veteran Services (DAVS), Solid Waste & Recycling, and Public Health.

The Opportunity
In this role, you will be instrumental in proactive review of grant and contract initiation processes, ensuring all legal and procedural requirements are met and documented, and performing various analyses as needed. You will also provide technical assistance to contract administrators in HHS and help facilitate conversations with other departments. Additionally, you will be involved in creating innovative training, job aides, and other resources to ensure HHS has needed information and there is a strong partnership between Administrative Services and other divisions within HHS.

This position is eligible for a hybrid work schedule, including 3-4 days/week of remote work.

The ideal candidate will be a highly independent self-starter with a track record for process improvement and exceptional customer service. They will be highly collaborative and open to hearing feedback and making modifications as needed. They will also have demonstrated the ability to take complex processes such as contracting and create user-friendly tools, job aides, and trainings for others to simplify process navigation and improve outcomes.

Additionally, the ideal candidate will have experience working in an accounting, budget, and/or finance setting reviewing and working with contracts. They will also have the ability to research best practices and conduct deep analysis on topics to ensure thorough understanding and follow-through. Experience with government procurement is preferred. We are looking for an individual who has an interest in optimizing technology and systems paired with a drive towards self-directed learning. Possession of strong time management skills, effective verbal and written communication skills, professionalism and resourcefulness are a must in this role.

Education and Experience:
Candidates must meet one of the following criteria to be considered for this position.

  • Bachelor's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; OR
  • Associate's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; AND two (2) years of responsible professional work experience in administrative, operations, budgetary, financial, or similar analysis; OR
  • Four (4) years of responsible work experience in administrative, operations, budgetary, and similar analyses.
