Job Title : Health Information Systems Developer (Medicaid/Medicare, EDI X12/NCPDP, Data Integration, Security & Cloud)

Location: Albany, NY (Hybrid)

We are currently seeking candidates who meet the following qualification

Qualifications:

  • Lead and support software deployments, system integrations, and information architecture initiatives for the Medicaid Enterprise.
  • Design and maintain technical and data architectures aligned with state and federal standards (including CMS MITA Technical Architecture).
  • Develop and manage enterprise data standards, integration strategies, and system interfaces across multiple agencies.
  • Oversee system performance, disaster recovery planning, capacity management, and stress testing to ensure system resilience and availability.
  • Collaborate with technical teams, business analysts, and external vendors to define data and interface requirements, manage master data models, and produce design documentation and analytical reports.
  • Provide technical leadership in the implementation of secure data communication methods (SFTP, SSL, VPN, SOA, XML, JSON, REST, etc.) and support cloud-based data exchange initiatives.
  • Ensure compliance with HIPAA and Health IT standards through the management of X12 and ANSI NCPDP transaction processes.
  • Support and enhance MMIS functions, including claims processing, financial management, provider management, and member management.
  • Lead vendor relationships and cross-functional teams using Agile and Scrum methodologies, providing coaching and oversight as needed.
  • Partner with internal security and privacy teams to implement risk management and security controls.
  • Extensive experience (7+ years) in Information Technology with leadership roles in software deployment, technical architecture, and system security.
  • Proven track record working with large-scale, enterprise-level systems (multi-agency or 5,000+ users).
  • Strong background in Health Information Technology, including experience with X12 HIPAA EDI and ANSI NCPDP transactions.
  • Demonstrated expertise in data integration, system interfaces, and enterprise data management.
  • Experience in cloud computing, data communications, and secure data transfer protocols.
  • Knowledge of disaster recovery, availability/capacity planning, and performance testing.
  • Familiarity with Medicaid/Medicare programs and Medicaid Management Information Systems (MMIS).
  • Proven leadership and vendor management experience, including work as an Agile Coach or Scrum Master.
  • Bachelor's Degree in Computer Science, Information Systems, or related field;
  • One of the following certifications: MCSE, MCSD, OCP, ICCP CDMP, CISSP, CCNP/CCNA, CCIE, PMP.
