Duties

Major duties include:

  • Developing statistical, graphical, and narrative reports, and communicating these studies to the Associate Director, medical center executive leadership, service chiefs, supervisors and other staff.
  • Advise and assist management responsible for planning, organization, development, direction and evaluation of administrative programs.
  • Develop comprehensive short and long-range detailed medical center plans, goals, and objectives including those impacting strategic initiatives of the medical center.
  • Review, analyze, evaluate and make recommendations on medical center wide budget issues and the cost effectiveness of medical center operations.
  • Formulate and participate in the development of management policies, programs, and operations, reviewing and coordinating actions to ensure compliance with policy and timeliness of results.
  • Compose correspondence on sensitive issues for the Medical Center to individuals from various organizations and with different economic backgrounds and educational levels.
  • Manages overall administrative operations for the various services and programs under the auspices of the Associate Director plans, controls and directs administrative programs.
  • Function as the TMS Administrator, Service Level Travel Coordinator, Strategic Equipment Planning Guide, Electronic Equipment Requests and Contracting Officers Representative.
  • Make and implement recommendations to the Associate Director; organizational improvements including changes in structure and delegation.
  • Approve overtime, additional scheduled tours of duty, and leave requests assuring adequate coverage for peak workloads and traditional holiday vacation time.
  • Assure performance appraisals (including professional practice evaluations) merit pay evaluations, timekeeping, labor mapping and other personnel requirements are accomplished for each employee reporting directly to the Associate Director for Patient Care Services.
  • Appraise subordinate workers performance ensuring consistency and equity in rating techniques and recommends awards when appropriate, approves within-grade increase, identifies employees development needs, and provide or arranges for training (formal and on-the job).

Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.

Physical Requirements: The work is sedentary. Some work may require walking to offices, hospitals, warehouses and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel and attendance at meetings and conferences away from work site. Some incumbents may carry light items or drive a motor vehicle. The work does not require any special physical effort.

Undergraduate and Graduate Education: Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the above Individual Occupational Requirement (IOR) requirements, applicants must also meet the specialized experience directly related to this position.

GS-13 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience in the health care environment executing budget, personnel management, recruiting, economic principles/techniques, procurements and other administrative areas involved in health care delivery; and experience analyzing and evaluating statistical data using complex analytical techniques; implements and maintains strategies intended to increase tracking and funding; creates and conducts formal training; maintains tracking for facilities finance, clinical and workload capture; performs in-depth, detailed analysis on all aspects of patient care, patient workload analysis; implements and-maintains strategies; serves as the principal technical advisor regarding data validation reports and resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
