Description of Job

Work Unit:
The Office of Emergency Preparedness and Response (OEPR) develops and implements emergency response plans for CDPHE to fulfill the States Emergency Support Function #8: (Health, Medical and Mortuary). CDPHE is the responsible state agency for the protection of health and the medical response of victims when an emergency occurs in Colorado. OEPR works to ensure that CDPHE, local public health, and medical agencies have plans for responding to emergency events and administering medication in mass quantities to all citizens in Colorado. In addition, OEPR 1) assesses natural and man-made disaster events and trains health and medical professionals on the latest and improved response protocols, including the National Incident Management System. 2) is the lead program for ensuring public health and medical programs are integrated with law enforcement, the Division of Emergency Management and other state departments critical to the states response. 3) delivers and coordinates emergency preparedness education and training to CDPHE employees, medical and public health partners. 4) ensures effective and redundant communication connectivity among stakeholders involved in public health detection and response and effective distribution of critical and routine health information. 5) assesses the states ability to respond to emergency events relating to the medical care of victims and assists in identifying best practices for mass casualty response. 6) is responsible for the rapid receipt, storage and distribution of the Strategic National Stockpile (SNS) statewide in an emergency. This also includes the activation of the Department Emergency Operations Center (DOC), and the integration and coordination of various internal divisions and programs and external agencies at the state, local and federal level.

About the Position:
This position is responsible for managing and analyzing data for programs related to Hospital Preparedness and Public Health Emergency Preparedness funding. This position is responsible to improve and maintain the data management and analysis practices of the Healthcare Informatics team. Required activities include collecting, cleaning, merging and analyzing emergency systems data; determining and using appropriate statistical analysis methods and software; and designing, developing and implementing data management processes, procedures and systems. Responsibilities also include documentation on data management and analysis practices as well as supporting data report development.

Statistical Analysis:


  • Independently conducting statistical analysis on healthcare and public health data.
  • Interpret and analyze data, and effectively communicate technical language to internal staff and external agencies.
  • Documenting best practices and procedures, and work to improve data collection and analysis procedures.
  • Independently interprets and analyzes Healthcare and Public Health data.
  • Independently plans, implements, and interprets statistical analyses.
  • Determines and uses appropriate statistical software (SAS, R, Access, etc.) to conduct quantitative data analysis.
  • Chooses proper software and programming techniques to perform analyses and produce requested reports/summaries that can integrate with data visualization software like Tableau.
  • Collects, cleans, merges, and analyzes data for internal staff and external agencies. After review of the materials, staff communicates results in verbal or written form and provides technical assistance in interpretation of data.
  • Investigate data reporting, collection and coding procedures that may explain problems or results of statistical analyses.
  • Designs methods and approaches to enhance data collection and interfaces.
  • Creates and revises procedures to ensure quality standards for data collection and analysis.
  • Develops/modifies systems to accommodate data reporting and collection requirements from multiple sources.
Data Management
  • Responsible for maintaining healthcare data using extracted data from various computer programs
  • Maintain the database and ensure data accuracy.
  • Responsible for documenting data management best practices that maintain the highest level of data integrity as well as suggesting improvements for data storage and automation procedures.
  • Designs, develops and implements data management processes, procedures and systems.
  • Manipulates and manages large, complex databases, spreadsheets and queries.
  • Proficiency in SQL in order to write optimized queries, views and triggers for integration with other applications. Maintain high standards of data quality and integrity.
  • Understand issues related to network performance and security.
  • Documents the creation and maintenance protocols and procedures.
  • Consults with others to understand the Healthcare Informatics systems currently available, what data and how data is stored/contained within the system and the best way to pull data from the system.
  • Collaborates with stakeholders to design, build and automate key Healthcare metrics.
  • Reviews data input and output reporting for accuracy.
  • Maintains data integrity.
  • Creates and maintains audits of various data sets and measures results against various metrics.
  • Looks for new ways to create efficiencies and increase integrity of data.
  • Research trends, best practices, and emerging technologies that impact Healthcare analytics.
  • Become proficient in any and all new software/technology adopted by the Medical Operations team.
  • Performs data back-up and archival on a regular basis.
  • During times of National, State, Regional, or Locally declared all-hazards emergencies, immediate health and safety as well as disaster behavioral health support and services are necessary.
  • Acts as a resource for all aspects of health and medical response. Position is required to travel to Emergency Operations Centers, Departmental Operations Centers, and Incident Command Centers. Position works within the constantly evolving disaster response efforts of all partner response agencies to assist in operations and strengthen collaboration and communication between agencies.
