Job Description: Heavy Civil Estimator / Project Manager


Position Summary


We are seeking an experienced Heavy Civil Estimator / Project Manager with strong bidding experience, deep excavation and dirt work knowledge, and the ability to interpret complex civil plans. The ideal candidate must be capable of preparing accurate take-offs for earthwork, storm drainage, driveways, and site infrastructure projects. Experience with Texas Department of Transportation (TxDOT) projects and GPS machine control design is highly preferred.

This position requires a results-driven professional with both field expertise and technical estimating capabilities.

Key Responsibilities


Estimating & Heavy Bid Preparation


  • Prepare detailed, competitive bids for heavy civil and site development projects.
  • Perform accurate quantity take-offs for:
    • Mass grading and earthwork
    • Excavation and embankment
    • Storm drain systems and culverts
    • Driveways and access roads
    • Utilities and related infrastructure
  • Analyze civil drawings, specifications, addenda, and geotechnical reports.
  • Develop comprehensive cost estimates including labor, equipment, materials, subcontractors, trucking, and production rates.
  • Attend pre-bid meetings and site visits.
  • Identify project risks, scope gaps, and cost-saving opportunities.

Civil Plan & Technical Understanding


  • Interpret and understand:
    • Grading plans
    • Utility plans
    • Profiles and cross-sections
    • Drainage layouts
    • Erosion control details
  • Review TxDOT specifications, standard details, and special provisions.
  • Ensure compliance with TxDOT standards, documentation, and bidding requirements.
  • Understand soil classifications, compaction requirements, moisture conditioning, and stabilization methods.

Excavation & Dirt Work Expertise


  • Strong working knowledge of:
    • Cut/fill analysis and site balancing
    • Subgrade preparation
    • Haul calculations and production rates
    • Trench safety and excavation regulations
    • Storm drainage installation per TxDOT standards
    • Culverts, headwalls, and drainage structures
  • Ability to plan equipment needs and sequencing for efficiency and profitability.

GPS & Machine Control (Preferred)


  • Ability to create, review, or modify GPS machine control models.
  • Experience with GPS grading systems (Trimble, Topcon, Leica, etc.) is a plus.
  • Coordinate digital terrain models (DTMs) from civil plans.
  • Work with field crews to ensure accurate implementation of GPS designs.

Project Support & Coordination


  • Assist in project startup and handoff from estimating to field.
  • Support cost tracking and change order pricing.
  • Communicate effectively with project managers, superintendents, and field personnel.

Qualifications


  • Minimum ___ years of experience in heavy civil construction and excavation.
  • Proven experience preparing heavy civil bids.
  • Strong understanding of civil drawings and specifications.
  • Experience working on TxDOT projects preferred.
  • Knowledge of TxDOT bidding procedures and compliance requirements.
  • Proficiency in estimating and take-off software (Agtek, HCSS, Planswift, Bluebeam, etc.).
  • GPS machine control experience preferred.
  • Strong mathematical, analytical, and organizational skills.
  • Excellent communication skills.

Preferred Experience


  • TxDOT roadway, drainage, or infrastructure projects.
  • Experience with stabilization, lime treatment, or subgrade work.
  • Experience managing dirt crews and field operations.
  • Familiarity with erosion control and SWPPP compliance.
