About this Position


Montana Housing strengthens our vibrant communities by supporting access to safe, affordable and sustainable homes for Montanans whose housing needs are not met by the market. Montana Housing assists with buying a home, down payment assistance, mortgage servicing, Reverse Annuity Mortgages, rental housing assistance and multifamily rental development.


Duties include:

  • Planning and managing program activities and operations
  • Updating and implementing the Statewide Public Housing Authority Administrative Plan
  • Administering rental assistance contracts
  • Developing and conducting training for in-house staff and field agency employees
  • Developing and evaluating policies and procedures
  • Supervising 6 employees, including recruiting and selecting, assigning and reviewing work, training, establishing performance standards and evaluating performance, handling corrective action, and termination if necessary
  • Monitoring field agency contract performance
  • Coordinating and representing the Bureau during informal reviews and informal hearings provided for participating families and applicants in accordance with federal regulations

This position is open until filled; with a first review date of 2.16.24


What are we looking for?

Education and Experience:

  • A Bachelors Degree in Public Administration, Business Administration or a closely related field and
  • 2-5 years of progressively responsible experience including electronic database management and supervision
  • Alternate combinations of education and experience will be considered on a case-by-case basis.
  • It would pique our interest if you have experience in administering HUD funded rental assistance programs

Competencies:

Knowledge of:

  • Federal housing and rental assistance programs
  • State of Montana and Department of Commerce personnel policies and procedures, supervisory principles and practices and employment law
  • Concepts and theories of program planning, program administration, and contract management; administrative hearing processes, and case preparation and presentation
  • Database management and utilization

Ability to:

  • Communicate clearly both verbally and in writing
  • Work with landlords, tenants, congressional delegates, federal funding authorities and others as a program liaison
  • Negotiate and persuade others to cooperate on various projects and/or address operational deficiencies, compliance issues, and other sensitive or contentious subjects
  • Research federal and state regulations
  • Supervise staff
  • Actively listen and defuse situations involving conflict
  • Resolve technical and regulatory issues related to rental assistance
