Washington County Office of Community Developmentis looking for a Housing Rehabilitation Specialist!

The Office of Community Development manages federal funding from the Department of Housing and Urban Development (Community Development Block Grant, Emergency Solutions Grant and HOME Investment Partnerships programs), as well as local funding to support programs and projects benefiting low- and moderate-income individuals and households.

About the position:
As a part of the Housing Rehabilitation Program team, this position implements the Wood Stove Exchange Program and coordinates with other staff and departments on pursuing opportunities for additional energy efficiency program and partnerships that reduce greenhouse gas emissions in the County, improving outdoor air quality. This position works directly with low- and moderate-income homeowners, as well as contracted vendors to complete home repairs.

Upon successfully completing the first 90 days of the training period, this position is eligible for a hybrid work schedule, including 2-3 days/week of remote work.

About YOU!:
The ideal candidate will have a thorough knowledge of the National Ambient Air Quality Standards (NAAQS) for Particulate Matter (PM) and understanding of all associated federal, state, and local laws and regulations. They will also have experience working with private businesses and other public sector agencies to secure grant funding to administer the program. Additionally, they will have experience with conducting installation inspections to ensure code compliance. Experience working directly with diverse members of the public and communicating effectively in writing and orally is highly desired.

Education and Experience:
  • Possession of a high school diploma or equivalent;
    AND
One of the following cumulative work experience requirements:
  • Two (2) years of experience as a building contractor which includes remodeling or rehabilitation work; OR
  • Two (2) years of experience performing building inspection work for conformance to the uniform building codes, which includes experience preparing cost estimates and bid specifications; OR
  • Two (2) years of experience performing comparable work in a housing rehabilitation program.

Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
