Housing Services Manager Apply
The Housing Services Manager provides leadership and oversight of all housing programs at AntFarm Youth & Family Services. This role ensures housing services operate with excellence, compliance, fiscal responsibility, and compassionate service delivery across transitional housing, emergency sheltering, rapid rehousing, long-term rent assistance, direct cash transfer supports, and related initiatives. Reporting to the Executive Director, the Housing Services Manager carries primary responsibility for day-to-day housing operations, staff supervision, contract compliance, budget oversight, and landlord and community partnerships. This role also works closely with District Managers to ensure housing services are effectively integrated within all Resource Centers, and that housing-related partnerships operate smoothly across sites. This position strengthens systems, builds leadership within the housing team, and ensures participants move toward long-term housing stability. This manager will work in the cities of Estacada, Sandy, and Molalla, Oregon, to support staff and housing services located at our sites in these communities. Primary Responsibilities: Program Oversight & Operations: Oversee daily operations of all housing programs to ensure efficiency, consistency, and high-quality service delivery Supervise transitional housing, emergency sheltering, rapid rehousing (RRH), long-term rent assistance (LTRA), direct cash transfer supports, and related housing stability initiatives Ensure housing services are effectively coordinated within all Resource Centers in partnership with District Managers Collaborate with District Managers to align housing operations, space usage, scheduling, and housing-related community partnerships Maintain and refine housing policies, procedures, and workflows Ensure safety standards are upheld across all housing properties and program sites Identify operational challenges and implement proactive solutions Monitor housing placement, retention, and performance outcomes Ensure accurate and timely documentation in HMIS, SharePoint, CHA, and other required systems Staff Supervision & Development: Directly supervise the DCT Specialist, Housing Services Specialists, Life Skills Coach, and other assigned housing staff May supervise additional housing-related positions as programs expand Provide consistent supervision, coaching, and performance evaluations Support staff in applying trauma-informed and client-centered practices Foster accountability, collaboration, and professional growth within the team Coordinate onboarding, training, and professional development opportunities Compliance & Contract Management: Ensure full compliance with county, state, federal, and private grant requirements Monitor eligibility documentation, case files, and data accuracy Oversee reporting requirements and ensure timely submission of funder reports Collaborate with Finance to support contract billing, invoicing, and reimbursement processes Track performance metrics and implement improvements to strengthen outcomes and program sustainability Budget & Fiscal Oversight: Manage housing program budgets in partnership with the Executive Director and Finance team Monitor rental assistance funds and participant financial supports Approve program-related expenses within established budget parameters Ensure responsible stewardship of public and private funds Landlord & Community Relations: Build and maintain strong landlord and property management partnerships Address tenancy concerns, lease violations, and conflict resolution as needed Represent AntFarm in housing coalitions and community collaborations Work alongside District Managers to strengthen housing-related community partnerships within each Resource Center Client Outcomes & Quality Assurance: Ensure participants receive coordinated, individualized support toward stable housing Support staff in addressing barriers related to income, documentation, tenancy history, or other challenges Monitor housing retention and overall program effectiveness Step into complex situations as needed to support staff and maintain continuity of care Implement continuous quality improvement strategies across housing programs Healthy Communication: Maintain clear, consistent communication with housing staff, District Managers, and leadership Facilitate regular housing team meetings focused on alignment, accountability, and problem-solving Keep the Executive Director informed of program performance, risks, and emerging needs Model professionalism, responsiveness, accountability, and integrity in all interactions Preferred Minimum Qualifications: Bachelor’s degree in social services, human services, public administration, or related field preferred; relevant experience may substitute Minimum of three to five years of experience in housing services or a related field Minimum of two years of supervisory or leadership experience Strong knowledge of homelessness systems, housing stability programs, and supportive service models Experience managing government-funded contracts and compliance requirements Strong organizational, communication, and systems-building skills Experience with HMIS and data tracking systems Ability to lead with empathy while maintaining accountability Bilingual or bicultural candidates encouraged to apply Working Conditions: This position may require flexible hours including occasional evenings or weekends and travel between program sites. Hybrid in-office and field-based work is expected.
